CHIEF PLANT OPERATOR

NATURE OF WORK

This is technical work supervising the operation and maintenance of a large water or wastewater treatment plant.

Work involves responsibility for the technical operation and maintenance of a water or wastewater treatment plant or pumping stations. Employees in this class maintain a continuous check on the operating efficiency of their assigned plants and develop improved methods and techniques to achieve more economical and efficient plant operation. Supervision is exercised over subordinate technical supervisors and plant operators. Work is reviewed by a technical superior through inspections, conferences and written reports.

ILLUSTRATIVE TASKS

Directs and supervises the operation and maintenance of a large water or wastewater treatment facility; prepares work schedules; trains assistant chief plant operators and plant operators; maintains all records of plant operations and prepares summaries for review by a technical superior.

Schedules and carries out routine plant maintenance; coordinates major maintenance and repair work with a superior; requisitions equipment and supplies; makes recommendations concerning plant operating procedures and modifications to plant and equipment.

Inspects plant equipment and machinery to determine proper operation; makes minor repairs and adjustments on equipment; takes hourly readings and records them on log sheets.

Operates laboratory equipment for process control and monitoring purposes; makes routine chemical analyses on water/wastewater samples.

Operates all equipment related to water or wastewater plant processes, such as upflow units, sludge dewatering equipment, filters, aeration tanks, sludge flotation units, digesters, diesel engines, clarifiers, pumps, chemical feeders and generators; maintains hourly check on equipment to see that it is operating properly, lubricates equipment; maintains inventory on chemicals, such as, chlorine, lime, flocculent, diesel fuel and is responsible for ordering replacements when necessary.

Supervises and provides training to employees in work methods and procedures; determines the need for special attention

to operating or maintenance requirements and leaves instructions for other shift personnel for their execution; keeps plant records and prepares periodic summary reports of operations.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the operating principles and practices and the maintenance requirements of the mechanical and electrical equipment and machinery utilized in the assigned plant facilities.

Considerable knowledge of the occupational hazards and safety precautions involved in the work.

Knowledge of computerized operations monitoring and control systems.

Knowledge of the basic principles and practices of elementary chemical and bacteriological analysis and of the treatment theories applicable to the area of assignment.

Knowledge of the standard practices, methods, tools, and equipment of the mechanical maintenance trades.

Ability to plan, assign, and supervise the work of subordinates.

Ability to detect faulty operating characteristics in equipment or processes and to initiate remedial action.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from high school supplemented by college level course work in civil or environmental engineering, biology, chemistry, environmental science, water or wastewater treatment technology, or related field; considerable experience in the operation of water or wastewater treatment plants, including supervisory experience; or any equivalent combination of training and experience.

NECESSARY SPECIAL REQUIREMENT

Possession of an advanced A Plant Operator's Certification as issued by the State of Florida in either water or wastewater as required.
