NATURE OF WORK
This is limited technical and administrative work in the Solid Waste Operations Division. Work involves investigation, surveillance and monitoring of solid waste and recycling haulers and facilities in order to ensure compliance with waste flow ordinances and regulations. Employees in this class perform field investigations of solid waste haulers and facilities, inspect garbage on the waste-to-energy plant tipping floor for evidence of fraudulent misidentification. Position incumbents gather, analyze and provide information which may result in penalties and may also include assisting in the collection of Household Hazardous Waste (HHW) campaigns.
ILLUSTRATIVE TASKS
Monitor solid waste and recycling haulers and facilities operating within the boundaries of Broward County to ensure compliance with flow control requirements as mandated by the Broward Solid Waste Disposal District Plan of Operations.
Investigate possible violations of flow control requirements and improper waste diversion. Assist in assuring that all solid waste is disposed of at authorized facilities.
Monitor the disposition of solid waste residue from material recycling facilities.
Perform surveys of solid waste collection routes to confirm and verify that all waste originating within unincorporated Broward County and partner cities, complies with the Plan of Operations and is brought to the waste-to-energy plants and that tonnage is properly credited to Broward County.
Document the locations of and categorize by size and type, solid waste and recycling containers of various haulers operating within the boundaries of Broward County.
Inspect solid waste on the waste-to-energy tipping floor in order to determine if waste origins have been properly identified. Misidentification of origins can result in fines to haulers.
Investigate and document discrepancies in waste activity by analyzing statistical/historical data.
Conduct surveillance and document hauler activity of various waste types to determine if tonnage is properly being credited to Broward County.
Assists in verifying hauler accounts and/or frequency of service by interacting with solid waste collection customers.
Assists with collection of household hazardous waste during scheduled campaigns.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Ability to read maps and interpret jurisdictional boundaries.
Ability to investigate potential flow control violations.
Ability to interpret codes, ordinances and regulations.
Ability to engage in field work for extended periods and occasionally under adverse conditions (odorous and potentially confrontational).
Ability to work very early a.m. hours on a regular basis and/or hours as dictated by the Director, which may include weekends.
Ability to work independently and as part of a team.
Ability to communicate effectively both orally and in writing.
Ability to use a personal computer.

REQUIRED EXPERIENCE AND TRAINING
Graduation from high school or equivalent recognized certification. Two (2) years experience in investigation and surveillance and/or in the solid waste/recycling field; or any combination of relevant training and experience.
NECESSARY SPECIAL REQUIREMENT
Possession of a valid Florida Driver's License.
