BUILDING CODE INSPECTOR SUPERVISOR

NATURE OF WORK                                                             

This is advanced technical and supervisory work in the enforcement of the Florida Building Code and other related codes and regulations.            

Work involves planning, organizing and conducting inspections and supervision of the work of other inspectors and assigned subordinate staff in the compliance of codes and regulations governing building construction for structural, plumbing, electrical and mechanical installations.  Employee in this class inspects buildings and ensures compliance with building plans; reviews and checks blueprints, plans and sketches associated with a permit in relation to the actual  construction, alteration, or repair, and recommends corrective action. Position incumbent confers with contractors, engineers, property owners, municipal building department staff and other interested parties, and explains building codes and regulations.  Work is performed with considerable independence within established codes, regulations, and technical guidelines and is reviewed by administrative superiors through conferences and reports. 

                                           

ILLUSTRATIVE TASKS       

 Supervises subordinate staff, develops work plans and production schedules, and assigns and reviews work by subordinates for compliance to applicable codes and procedures within the assigned area of responsibility.       

Conducts inspections of construction projects for compliance with applicable codes and regulations.  

Assigns inspections to subordinate staff, reviews inspection reports and monitors paperwork.   

Coordinates inspection schedules of subordinates, confers with the Assistant Building Official on schedules, code issues, interpretations and other related subjects.

Provides for or conducts in-house training classes to maintain or introduce technical updates and procedures.

Meets with contractors, architects, engineers, and other interested parties to resolve job site code issues and gain compliance with regulations, codes and standards.                                        

Coordinates inspection work schedules to meet workload demands.          

Produces reports and provides for maintenance of files and records as required

Researches or assigns research on property and permits, as required.

Prepares or assigns case files for code enforcement processing.

Recommends  processing or procedural changes to enhance workflow and streamline mandated time frames involved with code violations, permitting issuances, and inspection scheduling.

Performs related work as required.                                                                                                         

KNOWLEDGE, ABILITIES AND SKILLS                                                 

                                                                               Considerable knowledge of materials, methods and practices used in building construction, structural, electrical, plumbing, mechanical installations, environmental protection and solar energy.      

Considerable knowledge of the principles and practices of compliance with building codes, applicable statutes, and related rules and regulations.

Considerable knowledge of construction plans, plot plans, blueprints, surveys, sketches, and specifications in order to assure compliance with appropriate codes, statutes, rules and regulations.

Considerable knowledge of the principles, practices and procedures of supervision and organization.

Ability to supervise and coordinate the work of subordinate personnel in a manner conducive to full performance and high morale.

Ability to interact with related fire rescue emergency personnel, as well as local and federal agencies.

Ability to read and interpret construction plans, plot plans, blueprints, surveys, sketches, specifications, and related documentation.                          

Ability to explain and enforce codes and regulations firmly, tactfully and impartially.

Ability to oversee and instruct staff in the enforcement of the applicable regulations, codes and standards and in a manner conducive to full performance and high morale.

Ability to organize and plan.                                 

Ability to present ideas effectively, both orally and in writing.                                                                                                                                              

Ability to create and develop training programs which will facilitate the continuing education of staff.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County’s Ethics and Conflict of Interest Policies.                                            

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

                                                                               Skill in the use of personal computers, and the use of software contiguous to producing reports, spreadsheets, graphs and other required documents.

REQUIRED EXPERIENCE AND TRAINING

Four (4)  years experience in inspection work in a wide variety of residential and commercial construction including verifiable field work in the applicable trades discipline which must include two (2) years experience as a Plans Examiner and six (6) months of supervisory or lead worker experience or any equivalent combination of relevant training and experience.

NECESSARY SPECIAL REQUIREMENT

Currently certified as a Building Code Inspector and a Plans Examiner by the Broward County Board of Rules and Appeals pursuant to the requirements of the Florida Building Code and certified by the State of Florida Building Code Administrators and Inspectors Board.

Possession of a valid Florida Driver’s License.
