This is specialized and supervisory work in managing the utilization of bus operators and vehicles in the Mass Transit Division primarily with emphasis on the functions of dispatching, time and attendance responsibilities.

Work involves coordinating operations activities through assigning, scheduling, and dispatching bus operators and vehicles to established routes and coordinating field activities through the use of communications equipment.  Work includes checking availability of operators, assigning operators to vehicles, directing operators to changes in routes, reviewing and coordinating operator assignments with MIDAS, monitoring and approving or disapproving time and attendance records including overtime exceptions. Employees in this class work within the scope of established departmental rules, regulations and procedures exercising independent judgment and discretion in coordinating efforts to resolve field, contract, and time and attendance and payroll related problems. Training on contract provisions, automated time and attendance system procedures and work is reviewed for accuracy and compliance through reports, and observation of work results.


Assigns regular runs and trippers to bus operators on assigned shift; inspects trip sheets upon completion of run for accuracy and appropriateness, approving or disapproving them based on knowledge of situation, and places materials in the proper location for the following day.

Rotates assignments of the extra board operators and replace a regular operator for vacation, absences and tardiness in accordance with the ATU 1267 Contract. And maintain and update daily all attendance cards and related materials.

Process First Notice of Injury reports for Worker’s Compensation claims including data entry requirements and notifying the proper staff and agencies. Manage the day to day work assignments of light duty operators.

Handles all payroll issues related to the proper paying of operators which includes researching and resolve improper pay issues along with the transit payroll staff.
Assists management with the initial processing of passenger complaints and complaint resolution. 

Provides training to operators in the use of new equipment related to buses operations, new policies and procedures, and administrative functions associated with leave request, payroll request.

Manages the proper dispatching, cleaning, fueling, and maintenance of all taxi and crew relief vehicles including the coordination of scheduled maintenance by Fleet Services. Maintain an electronic weekly vehicle mileage and damage log.
Demonstrates good communications and public relations skills.  Monitors operators use of communications system for compliance with rules and regulations.

Provides information to the public relative to routes, schedules and points of interest.

Coordinates with traffic controllers and road supervisors in monitoring activities of buses and operators at terminal locations and throughout the system.

Performs related work as required.


Knowledge of local, state and federal statutes and laws that affect transit.

Knowledge of operational characteristics of passenger buses.
Knowledge of the schedules, forms, routes, regulations and procedures used in transit dispatching.

Knowledge of software used for schedules such as HASTUS/MIDAS as well as time and attendance software systems and payroll requirements and schedules.

Knowledge of the arterial and secondary road networks of the county.

Knowledge of timekeeping, reporting, payroll, and some working knowledge of collective bargaining agreements and work rules within Broward County Transit and the ability to research, question, seek out necessary information to perform task properly and timely.

Ability to understand and use basic computer programs.

Ability to make timely, rule based, sound decisions on issues such as justification of overtime and schedule exceptions based on rules, guidelines, and contract provisions.

Ability to make rapid and accurate arithmetic computations.
Ability to understand, interpret, and effectively carry out oral and written instructions.

Ability to react quickly and calmly in emergency situations.

Ability to communicate effectively both orally and in writing.

Ability to conduct training sessions for new operators.

Ability to keep moderately complex records accurately.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.


Successful completion of job related tests. Two (2) years supervisory experience preferably in a Transit, bus operation, or fleet dispatching work desired.
Required to have Class B, CDL license with passenger and airbrake endorsement.
