This is advanced administrative, managerial and supervisory work directing one or more of the major operational sections of the County's Records, Taxes and Treasury Division.
Work involves management of financial and administrative operations and responsibility for planning, organizing and providing administrative direction for one or more of the operational sections of the Division. Incumbent interprets statutes, formulates policies, directives and procedures to improve services and processes.
Work includes acting as a liaison between Division administration, County agencies, state agencies, taxing districts, clerks of court, comptrollers and various authorities. Duties include personnel management, budget preparation and business management. Supervision is exercised over subordinate supervisory, clerical, specialized and professional employees.
Work is performed with considerable independent judgment.
Work is reviewed by an administrative superior for measurement of desired goals, objectives and results.  
Plans, organizes, provides direction and supervises the tasks and activities of subordinate staff.
Provides information and assistance to the general public, other departments and agencies, and interested parties regarding the Records, Taxes and Treasury Division.
Reviews, analyzes and develops procedures and operational processes used in the revenue collection, recording and records management processes.
Recommends and implements changes in policies, procedures and processes.
Interprets statutes, state rules and regulations, ordinances and legal opinions.
Prepares, reviews, and controls the annual budget for the areas under his/her control.
Develops section goals; develops, monitors, and reports on performance objectives.
Ensures that proper accounting methods and controls are used within the various areas and recommends changes when necessary.
Prepares management reports; manages and coordinates special projects.
Responsible for proper retention of records.
Acts as contract administrator for related contracts.
Assists county, state and independent auditors in the examination of operations; initiates corrective action as a result of audit findings; reports on corrective action taken.
Acts as liaison between, and works closely with, various sections, divisional administrations, and other state and federal agencies.
Makes recommendations concerning legislative action to revise or implement changes in current statutes, ordinances, procedures and rules pertaining to revenue, license, vehicle and tag operations, recording operations and records management.
Testifies in court on operational regulations and procedures.
Coordinates data processing tasks with divisional data processing section.
Performs related work as required.
Thorough knowledge of the principles and practices of county revenue collection, recording and records management administration, and basic accounting principles.
Thorough knowledge of statutes, rules, regulations and procedures related to a revenue collection and recording operation.
Thorough knowledge of county budgeting processes and process improvement methodologies.
Considerable knowledge of basic collection practices and procedures and how they apply to activities such as: revenue collection and licensing, vehicle and vessel licensing and registration operations, county treasury and investment operations, delinquent revenue collection, recording operations and records management operations.
Considerable knowledge of supervisory principles and practices.
Knowledge of public relations principles and practices and data processing.
Ability to work effectively in a data processing environment;
Ability to organize, plan, direct and coordinate the work of subordinates.
Ability to express ideas effectively both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County’s Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.
Skill in the use of general office software programs.
Graduation from an accredited four (4) year college or university with major course work in accounting, finance, public or business administration or related field, six (6) years experience in the revenue collection, or document recording or records management operations of a large organization (dependent on the area of aasignment), including four (4) years experience in the supervisory and administrative aspects of the work; or any equivalent combination of relevant training and experience.
