PORT EVERGLADES SECURITY ADMINISTRATOR

NATURE OF WORK

This is highly responsible professional and administrative work in planning, organizing and directing the activities in public safety administration for the County's Port Everglades Department.

Work involves regular contact with all Port users and service providers at the managerial level and above in the petroleum, cargo and cruise industries in order to maintain high Port service levels while ensuring best practices are continued in security, safety and environmental areas; enhancing user/customer value in the use of Port facilities through the application of practical security practices; and developing term strategies for the practical application of security to maximize the protection of all Port assets in the community.

Work also involves the administration of the Port Everglades public safety operation in the development and implementation of long term strategies and plans for the enhancement of narcotics interdiction programs, reduction of threat of terrorist attacks, protection of assets of the cargo, cruise, and petroleum business at the Port to improve tenant/county utilization.

Position incumbent maintains relations with the Florida Department of Law Enforcement, United States Coast Guard, United States Customs Service, cruise line, cargo, and petroleum industry groups active at Port Everglades, the Port Everglades Cleanup Committee and the Port Security Committee.

Position incumbent also represents the Port in dealing with local law enformement agencies and individual cargo, cruise, and petroleum Port users concerning ongoing business issues such as facility security, narcotics interdiction, alien smuggling, emergency preparedness and compliance with State, local and Federal statutes and regulations; and develops plans and programs with other Port staff to improve security operations within the Port in order to better utilize facilities and/or mitigate the County's exposure.

Assignments are received in the form of general verbal and written instructions. Work is performed independently with general supervision by an administrative superior. Performance is reviewed through conferences and written reports.

ILLUSTRATIVE TASKS

Assists the Port Director's Office in developing strategies, business plans and policies to maintain the security of cargo, cruise, and petroleum related Port business activities in a secure manner using industry specific knowledge.

Insures all Port activities related to the protection of assets of the cargo, cruise and petroleum business are conducted in a manner consistent with the highest industry standards and in accordance with various local, state and federal regulations.

Interfaces and acts as prime contact with cargo, cruise and petroleum groups and associations, on behalf of the Port Director's Office, within Port Everglades to emphasize and improve security services and emergency management concerns.

Represents the Port at various meetings and activities involving security and law enforcement service and planning issues, and the development of local, state and federal regulatory issues.

Compiles reports (security breeches), develops studies and assessments (cruise terminals) concerning the law enforcement and security of the Port, as well as those concerning industry trends which affect the region.

Works closely with law enforcement and security staff to review, assess and summarize national crime reporting statistics and security reports concerning conditions at Port Everglades as related to narcotics interdiction, cruise terminal security, and security activities.

Reviews, assesses, and summarizes regulatory reports applicable to security and law enforcement at Port Everglades.

Assists other Port and County staff in commercial and operational activities which interface with cargo, cruise, and petroleum businesses at Port Everglades.

Responds to emergency incidents with the Port when County assets are threatened or an incident has the potential to significantly impact the economic viability of the Port.

Meets with Port customers to solve their security related problems and improve security services.

Maintains liaison with local, federal and state regulatory personnel to review and discuss regional and state plans that might impact Port Everglades Security Plans.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of law enforcement and security services, municipal and private fire protection, and coordinated response to emergencies.

Thorough knowledge of all federal, state and local regulatory requirements applicable to public safety at the Port.

Thorough knowledge of the funding process in a public sector environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Knowledge of all industries at the port.

Ability to plan, implement and coordinate technical and administrative programs.

Ability to effectively express ideas, orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in business or public administration, law enforcement or related field; six (6) years experience in a law enforcement agency or security services, or combination thereof, which must have included experience in counter narcotics policies, procedures and techniques, counter terrorism procedures of cruise terminals, and protection of cargo assets; and at least three years experience related to the management and physical security of deepwater terminals and regulatory requirements of port operations; or any equivalent combination of training and experience.

NECESSARY SPECIAL REQUIREMENTS

Current or previous certification as a law enforcement officer in a federal law enforcement agency, the State of Florida or in maritime security.

Possession of a valid Florida Driver's License.
