This is a highly specialized technology project management position in an assigned functional business unit. Work includes assisting in the development of strategic plans; managing and participating in the design, development, testing and implementation  of system technology solutions; developing project plans to communicate tasks, milestone dates, status and resource allocation; and evaluating system  access and automation activities to ensure appropriate application of controls, policies, procedures, and processes.


Provides leadership and coordination activities to include configuration and design requirements, gap analysis, process improvements, interface designs, and data conversion plans.

Assists in vendor selection and contract negotiations as needed.
Leads or participates in the collection, review and development of pertinent documentation.

Participates and/or leads project meetings and related activities.

Resolves assigned issues and action items within established timelines. Serves as communication liaison between project team and all stakeholders to assure appropriate integration and implementation of system solutions.

Reviews and/or develops quality assurance standards and assures production releases meet these standards.

Coordinates and participates in functional testing, unit testing, system testing and end user acceptance testing.

Works in conjunction with Enterprise Technology Services (ETS) to solve technical issues.

Participates and/or leads the development of training schedules and training materials.

Prepares project budgets as requested.

Prepares and reviews cost-benefit and requirements analyses as requested.

Makes formal presentations to various agency, management and executive groups.

Performs related work as required.


Thorough knowledge of generally accepted principles and practices of an assigned business unit; is recognized as a credible representative of the functional business unit.

Thorough knowledge of  principles and practices of project management.

Ability to lead, coordinate, and direct staff.

Ability to analyze functional business operations and process map these components into a logical process flow for information systems.

Ability to analyze technical materials and make sound decisions.

Ability to express ideas effectively, verbally and in writing.

Ability to collaborate with administration, management, supervisors and staff from various disciplines and at all levels.
Ability to facilitate meetings.

Ability to effectively make presentations to large audiences.
Ability  to  serve  the  public  and  fellow employees  with  honesty  and  integrity  in full accord  with  the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

Skill in the use of Microsoft Office applications, including Word, Excel, PowerPoint, Outlook. 

Skill in the use of Adobe Acrobat, Visio and Microsoft Project.

Graduation  from  an  accredited  four-year  college  or  university  with  major  course  work  in  Public Administration, Information   Systems,  Business Management,   or related  field;  four (4) years leadership experience in the applicable functional business area;   four (4)  years  business project management experience;  four (4) years experience in planning, managing and implementing  technology solutions,  or any equivalent combination of relevant training and experience.
