This is advanced professional work performing a wide range of the County's affirmative action programs in the Small Business Assistance Division in the Office of Equal Opportunity.

Work involves ensuring the County's compliance with federal, state, and county legislation and directives in the area of equal economic opportunity for minorities and women and small non-disadvantaged business enterprises and monitoring disadvantaged business enterprise in the development of minority business programs.

Work also involves managing the collection and analysis of data, managing investigations and evaluating discrimination complaints, and exercising supervision over a technical section. Work is reviewed by an administrative superior through conferences and reports.


Supervises subordinates and participates in activities involved in the investigation of discrimination complaints and ensures the County's compliance with legislation and directives in the area of equal economic opportunity or disadvantaged business enterprise contracts and certification programs.

Conducts availability and utilization analyses to determine underutilization of minority and female participants; develops and circulates lists of certified minority and women business owners.

Conducts research, and gathers data from various federal, state, and private organization's affirmative action efforts and prepares all statistical data in support of equal economic opportunity in county procurement activities.

Manages the preparation of quarterly, annual, and other statistical reports for affirmative action; prepares disadvantaged business enterprise program plans; and participates in long range program planning to achieve program goals.

Advises employees and vendors about opportunities with or the development of the disadvantaged business enterprise plans, programs, policies and goals.

Prepares required reports and maintains appropriate records on investigations, conferences, findings, and agreements.

Conducts research of records; attends conferences, hearings, and negotiations leading to resolution of complaints.

Performs related work as required.


Thorough knowledge of the laws, developments, and policies in the field of small business and small disadvantaged business enterprise for minorities and women.

Thorough knowledge of the methods, procedures, and techniques of conducting research and analyses and the ability to develop applicable reports.

Thorough knowledge of the principles and practices of business enterprise and development.

Considerable knowledge of the principles, practices, and procedures of supervision, organization and administration.

Ability to exercise good judgment in counseling and in assisting in the resolution of complaints.

Ability to communicate effectively, both orally and in writing.

Ability to organize work and supervise professional and clerical staff.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.


Graduation from an accredited four year college or university with major course work in psychology, sociology, personnel, public, or business administration or related field; Six (6) years experience in minority business enterprise contract compliance work or in data preparation related to equal employment opportunity work, two (2) years experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
