NATURE OF WORK
This is advanced responsible professional, supervisory, and administrative work managing the business and fiscal operations of a Department, or large Division with county-wide impact.
An employee in this class is responsible for managing the preparation and implementation of a variety of complex operating and capital budgets, as well as ancillary duties that may be assigned in addition to fiscal and accounting.
Work involves assisting the Director in the development of policies and procedures to ensure operational and administrative efficiencies, as well as the continuity of business operations plans. Position incumbent reports directly to the Department or Division Director and supervises professional, administrative and clerical staff involved in office operations. Assignments are received from the Director in the form of broad instructions or general program objectives. Work is performed with considerable independent judgment based on experience in developing courses of action and recommendations. Performance is reviewed periodically through conferences, written reports and the attainment of desired management objectives.
Directs the business functions of a Department, or large Division pertaining to purchasing, personnel, revenue/cash handling, payroll, payment processing, accounts receivable, internal audit, receiving, deliveries, mail services, inventory, grants, contracts and trust administration.
Manages the formulation and preparation of operating and capital budgets and maintenance of fiscal matters; prepares financial forecasts, trend analyses and projections; prepares financial reports and analyses and makes recommendations for rate and fee adjustments; analyzes funding history and spending patterns for operating agency.
Manages and directs the collection, interpretation, recording and distribution of financial records and reports; monitors fiscal activities and ensures compliance with applicable federal, state, county and municipal requirements.
Participates in contract negotiations; supervises and participates in the preparation and execution of contract agreements; monitors contract activities and ensures compliance with contract provisions.
Makes recommendations for procedural changes in internal agency operations to improve efficiencies and enhance productivity; makes recommendations for achievement of strategic plans.
Plans, directs, and supervises the activities of professional, administrative, and clerical staff.
Initiates and carries out special programs, projects, and studies; implements and monitors management practices.
Attends seminars and professional meetings to keep well informed regarding trends in the financial field; addresses select interest groups, and prepares various reports.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles and practices of business, accounting, auditing, procurement, budget and management.
Thorough knowledge of the laws, rules and regulations effective in the State and County relating to fiscal and accounting records and procedures.
Thorough knowledge of budget preparation and execution.
Considerable knowledge of the organizational structure of county government including functions and interrelationships of operating agencies and administration.
Considerable knowledge of the principles of supervision, organization and administration.
Ability to plan, direct and coordinate various fiscal functions of a large multi-program agency.
Ability to analyze, monitor and resolve a variety of complex administrative, operational and fiscal problems and to make sound recommendations for solutions.
Ability to prepare and analyze administrative and statistical reports and financial statements.
Ability to plan, direct, and supervise the work of subordinates.
Ability to communicate effectively, both orally and in writing.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four (4) year college or university with major course work in accounting, finance, public or business administration, or related field; six (6) years of progressively responsible professional administrative and financial management experience, including four (4) years experience in an administrative and supervisory capacity; or any equivalent combination of relevant training and experience.
