CHIEF OF ENERGY AND BUILDING AUTOMATION

NATURE OF WORK

This is responsible administrative and professional work managing the County's Energy Management and Conservation Program. Work involves developing and administering energy efficient performance contracts, educational training programs and policies and procedures for energy management throughout the County. Incumbent supervises professional and technical staff and assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences, written reports and program results.

ILLUSTRATIVE TASKS

Develops implements and evaluates policies and procedures for Energy Management and Conservation Program goals and objectives.

Negotiates with outside vendors and contractors and coordinates the acquisition and implementation of high energy efficient equipment county-wide.

Develops, supervises and conducts educational training programs for county employees which address energy management and conservation responsibilities.

Develops five and ten year plans for equipment retrofits and cost savings to fund energy management programs.

Conducts energy audits; evaluates and applies cost effective renewable energy technologies in county operations.

Assists other county agencies and divisions in preparing utility and maintenance budgets; develops performance standards for equipment based on the lowest life cycle cost.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of current literature, trends and developments in the field of energy management, renewable energy technologies and conservation.

Considerable knowledge of the principles of supervision, organization and administration.

Ability to develop and conduct training programs.

Ability to evaluate energy technologies.

Ability to express ideas effectively both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in engineering or related field; four (4) years progressively responsible experience specializing in energy technology, including two (2) years experience in the supervisory aspect of the job; or any equivalent combination of relevant training and experience.
