PURCHASING MANAGER

NATURE OF WORK

This is responsible administrative and supervisory work coordinating the procurement operations of the County's central purchasing system.

Work involves responsibility for supervising and coordinating activities in all areas of purchasing administration and assuming supervisory and managerial responsibility for all procurement effected through the County's central purchasing system. Supervision is exercised over subordinate supervisors, professional and clerical personnel. Work is reviewed through conferences and written reports for adherence to established policies and the achievement of management objectives.

ILLUSTRATIVE TASKS

Supervision and coordination in all areas of purchasing administration, including managerial responsibilities for the procurement of commodities, construction, general and professional services to meet the needs of the County.

Assists in planning, assigning and directing the County's procurement functions including contract development and administration, specification preparation and the purchase of commodities and services.

Assists using agencies in solving unique and highly complex procurement transactions for services and systems.

Writes and /or oversees the writing of procedures, policies and work rules to implement Board directives.

Supervises subordinate professional and administrative personnel involved in contract creation.

Reviews, analyzes and solves highly complex purchasing problems and transactions.

Attends meetings and conferences with lawyers, vendors, contractors, professional consultants, contract specialists and represents the County's interests relative to the designated areas of responsibility.

Assists the Division head in the preparation of the budget and ensures that performance evaluations are performed in a timely manner.

Promotes contracting opportunities for Small, Disadvantaged Business Enterprises in accordance with County policy.

Promotes increased County participation in cooperative purchasing when financially advantageous to the County.

Assists in the enhancement of the automated procurement system and related procedures.

Maintains the orderly day-to day operations of responsible section.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of purchasing management as related to the principles and practices of public purchasing administration and procurement.

Thorough knowledge of current methods and techniques utilized in contract development and administration and in cost/benefit analysis.

Thorough knowledge of the standards, special procurement methods and of the recording practices involved in a large scale purchasing operation.

Thorough knowledge of automated procurement systems.

Thorough knowledge of the fundamentals of contract and commercial laws, regulations and procedures as related to procurement.

Knowledge of budget preparation and implementation of divisional budget.

Ability to assist in the administration of a large central purchasing agency.

Ability to participate meaningfully in detailed complex discussions with procurement lawyers, vendors and contract specialists.

Ability to achieve consensus from diverse groups.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to assist in planning, directing and coordinating the work of subordinates.

Ability to assist in solving highly complex procurement transactions.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

Skill in presenting workshops and training sessions.

 

DESIRABLE EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in public or business administration or related field; six (6) years experience in a large centralized private sector or governmental purchasing operation including four (4) years experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
