This is supervisory and administrative work in environmental compliance and enforcement in the Department of Natural Resource Protection.

Work involves planning, directing, and supervising the activities of regulatory and supportive clerical personnel. Work requires negotiating skills, high level administrative, supervisory and case management skills. Work is performed with considerable latitude for independent judgment. Work requires a high level of knowledge regarding enforcement of regulations as well as the adjudicatory process, in order to properly encourage compliance with the County's regulations. Work is reviewed through conferences, reports and observation of program effectiveness.


Supervises the preparation of all Warning Notices, Notices of Violation, and Notices of Hearing to Assess Civil Penalties. Supervises outside counsel in actions against the County; maintains close liaison with Staff Attorney.

Provides technical assistance to subordinates; plans, supervises and evaluates the work of subordinates.

Attends all meetings pertaining to compliance with established state and local regulations that the Department of Natural Resource Protection is empowered to enforce.

Develops and establishes investigative guidelines for case management, compliance and settlement procedures.

Implements inspectional quality assurance programs.

Coordinates work with other sections of the office as well as other governmental agencies to ensure mutual efforts toward compliance.

Assists the Staff Attorney in the revision of existing regulations or the promulgation of new regulations when necessary.

Represents the Director in all settlement negotiations.

Conducts special investigations and seminars.

Performs related work as required.


Thorough knowledge of applicable laws, regulations and procedures related to environmental inspection and enforcement .

Thorough knowledge of investigative principles and techniques, case management and the adjudicatory process.

Thorough knowledge of the enforcement techniques and procedures used in an environmental protection agency.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to prepare reports of investigations and enforcement activities, and establish and maintain regulatory records.

Ability to evaluate civil and criminal violations to determine the proper course of enforcement action.

Ability to supervise, train and direct the work of subordinates in a manner conducive to full performance and high morale.

Ability to communicate effectively both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.


Graduation from an accredited four year college or university with major course work in the physical and biological sciences, law, law enforcement, or related field; thorough experience in investigation, compliance, negotiation and adjudication of civil and criminal proceedings pertaining to environmental issues,including considerable progressively responsible experience in the supervisory aspects of the work; or any equivalent combination of training and experience.
