This is advanced professional, administrative, and supervisory work managing a major program, or coordinating related aspects of multiple programs, related to housing and/or community development.   Work involves responsibility for planning, coordinating, implementing, monitoring, and maintaining one or more County housing and/or community development programs.   Work includes supervising the activities of professional, technical, and support staff.   Employees receive administrative direction, but have broad latitude for exercising initiative and independent judgment in the performance of work assignments.   Work is reviewed through observations of effectiveness of work programs, periodic reports, and consultations.




Plans, assigns, and coordinates the activities of professionals, technical specialists, and support personnel participating in the planning, coordinating, implementing, monitoring, and maintaining of programs to provide, finance, and maintain affordable housing, public infrastructure, and/or other aspects of community development.


Attends meetings and conferences concerned with designated areas of responsibility.


Assists in preparation of contract, program, and budget documents.


Reviews and edits reports written by subordinates and co-workers,


Interfaces with customers, representatives of municipalities, for-profit and not-for-profit providers, financial institutions, state and/or federal agencies, and other County agencies, as appropriate, to ensure effective and efficient operation of assigned activities.


Reviews files, transactions, and activities to ensure compliance with County, state and federal regulations.


Prepares informational materials and presents them to the general public, government agencies, and civic organizations; prepares staff reports and presents them at board meetings and public hearings.


Recommends changes in administrative policies and procedures.


Performs related work as required.




Depending on area of assignment, may require thorough knowledge of appropriate federal and/or state program regulations and practices.

Ability to communicate effectively, both orally and in writing.


Ability to analyze policy and technical issues and to exercise sound judgment in decision making.

Ability to plan and conduct public meetings, conferences, and workshops.



Ability to effectively supervise and appraise the performance of subordinates.


Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.


Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.



Graduation from an accredited four year college or university with major course work in public administration, planning, business administration, or a related field; six (6) years of experience in housing and/or community development programs, which includes four (4) four years of supervisory experience; or any combination of relevant training and experience.
