SOLID WASTE/RECYCLING SERVICES PROGRAM MANAGER

NATURE OF WORK

This is advanced professional, administrative and supervisory work managing major programs within the County’s solid waste management system such as waste recycling and collection, environmental and infrastructure project management, emergency debris management, and comprehensive education and outreach programs.

Work involves responsibility for planning, coordinating, implementing and maintaining a program in support of the solid waste management system serving unincorporated Broward County and/or Broward municipalities. Work includes supervising the activities of professional and technical staff and support personnel participating in assigned programs. Employees receive administrative direction, but have broad latitude for exercising initiative and independent judgment in the performance of work assignments. Work is reviewed through observations of effectiveness of programs, periodic reports and consultations.

ILLUSTRATIVE TASKS

Plans, assigns, coordinates and reviews the work of professional, technical and support staff involved in the planning, coordinating, implementing and maintenance of programs in support of the County’s solid waste management system including waste recycling and collection, environmental and infrastructure project management, emergency debris management, and comprehensive education and outreach programs.

Manages the development and administration of complex contracts and agreements related to solid waste management programs including inter-local and service agreements, grants, engineering and construction contracts, and media contracts.

Initiates, manages and administers complex procurements including negotiations, work authorizations, and payment approvals; develops and recommends procurement methods and procedures.

Prepares and administers budget for assigned programs or section; coordinates the development and reporting of program performance measures and statistics.

Participates in planning and policy development, resource planning, and employee professional growth and development.

Prepares program reports and public education materials and presents them to governmental agencies and boards, advisory committees, and the general public.

Reviews and edits reports written by subordinates and consulting professionals.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of solid waste management programs related to area of assignment.

Thorough knowledge of administrative, legislative and budgetary processes.

Thorough knowledge of contract and grant administration.

Thorough knowledge of the principles and methods of planning and administering education and outreach programs.

Considerable knowledge of automated systems and programs employed in the solid waste management field.

Ability to effectively manage and supervise assigned professional and technical staff.

Ability to develop, implement and administer programs and policies.

Ability to analyze policy and technical issues and to exercise sound judgment in decision making.

Ability to understand and prepare technical reports related to various solid waste collection systems. 

Ability to manage multiple projects with multiple priorities.

Ability to communicate effectively both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four (4) year college or university with major course work in business or public administration, environmental management, communications, or related field; six (6) years experience in solid waste or environmental management, or education and outreach programs, including four (4) years experience in a supervisory capacity; or any equivalent combination of relevant training and experience.
