This is responsible professional and highly complex administrative work in coordination, control and processing of documents related to a major expansion program involving County facilities and infrastructure.

Work involves responsibility for insuring that all County required documentation and procedures are followed and that processing is expedited for activities related to the expansion program. Position incumbent is the link between the project team and other County agencies, and coordinates, oversees and expedites the process to obtain various required County approvals. Incumbent establishes time-lines, maintains a document tracking system, evaluates and reviews reports and documents for correctness, completeness and timeliness, undertakes special studies, performs analysis and prepares reports. Assignments are received in the form of broad policy statements or general program objectives. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences, written reports and results obtained. Position also assists in the preparation of the capital budget associated with the expansion program.


Administers the preparation and processing of all documents related to a major expansion program.

Establishes a master list and projected time-line, based on project status and schedule, for all major submittals to the County for processing.

Schedules and coordinates Selection and Negotiation Committee meetings.

Establishes and maintains files of project documents and tracks documents in process.

Undertakes special studies, performs analysis and prepares reports.

Assists the Project Management firm, design consultants and contractors with dealing with the County relative to permits, payments and other items as required.

Coordinates Project Office usage of Aviation Department contracts and other matters involving Aviation Department staff.

Develops and maintains schedules of reports and submittals due to the Project Office and takes necessary actions to insure that the schedule is met.

Performs related work as required.


Considerable knowledge of Government Procurement Procedures.

Considerable knowledge of the principles, practices and procedures of project management and construction.

Considerable knowledge of financial and project analyses and control methods.

Considerable knowledge of municipal funding, budgetary and purchasing requirements.

Knowledge of the principles and procedures of organization and administration.

Ability to identify and evaluate details and make recommendations, as appropriate.

Ability to express ideas effectively, both orally and in writing.

Ability to perform in a demanding environment and produce high-quality work products.

Ability to work independently.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.


Graduation from an accredited four-year college or university with major course work in engineering, architecture, business administration, construction management or related field, four (4) years experience overseeing contracts which involved design/construction projects, including two (2) years experience in government contract procurement and management or any equivalent combination of relevant training and experience.


Must possess a valid Florida Driver's License.
