This is highly responsible professional and administrative work in planning, directing and administering a comprehensive safety and security program for the County’s Aviation department to ensure compliance with all federal security regulations.   Plans, organizes, coordinates, administers, reviews and evaluates programs, activities and staff to ensure the safety and security of the traveling public, tenants and airport personnel.

Work involves reviewing and interpreting the impact of all federal regulations, amendments, and advisories on safety and security activities and making resultant recommendations for revisions to airport security and safety policies and procedures.   The incumbent serves as a liaison between the airport and the Transportation Security Administration ( TSA) and is responsible for cooperative security efforts among the airport staff and law enforcement agencies.   Work includes coordinating the activities of airport management, emergency and tenant personnel and extensive contact with federal, state and local government officials to ensure compliance with TSA regulations concerning airport operations.

Assignments are received in the form of general verbal and written instructions.   Work is performed independently with general supervision by an administrative superior.   Performance is reviewed through conferences and written reports.   Work is performed under the direction of the Aviation Deputy Director.


Designs, implements, monitors, revises and updates security programs for Fort Lauderdale-Hollywood International Airport to ensure compliance with all federal aviation regulations regarding airport security; provides oversight, management and supervision of the Airport Security Office and personnel.


Directs the maintenance of and compliance with the TSA approved Airport Security Plan; monitors changes to TSA regulations and policies regarding airport security, evaluates their effect upon airport operations; drafts changes to the Security Plan and associated policies and procedures.


Implements TSA security directives; reviews and interprets the impact of all TSA regulations, amendments and advisories on safety and security activities and makes recommendations for revisions to airport safety and security policies and procedures; develops the airport’s response to all TSA safety and security concerns; serves as a liaison to the TSA to ensure development and compliance with all security programs, policies, rules and regulations.


Addresses security compliance, procedures and planning with airport tenants; develops and reviews processes to monitor tenant security compliance and programs; directs completion of security audits conducted with all tenant companies to ensure compliance with TSA and airport security regulations.


Maintains liaison with the TSA, law enforcement agencies, airlines and other tenants, government agencies and airport staff on issues and programs affecting airport security; participates in regular informational meetings with airport management staff and tenants and with airport staff responsible for security activities to address security related problems and enhance security services.


Provide oversight to the airport security office and staff; directs security functions relating to security access management, identification badging, security related training, lost and found operations and related activities.


Monitors and manages airport security related contractual services; recommends capital improvement projects relating to safety and security; provides direction to consultants and contractors engaged in airport construction projects impacting airport safety and security.


Performs related work as required.



Thorough knowledge of the principles, practices, procedures and techniques of     airport operations and management, including the principles and practices of public aviation facility operational security.


Thorough knowledge of federal, state and local regulatory requirements applicable to airports and airport operations, especially safety and security regulations as promulgated by the Transportation Security Administration.


Thorough knowledge of the funding process in a public sector environment as related to budgeting management, contractual services, cost accounting financial planning and management.


Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.


Knowledge of airport tenants, contractors and vendors at the airport.


Knowledge of current developments in the field of airport operations and security management.


Ability to plan, implement and coordinate technical and administrative programs.


Ability to direct the activities of airport operational staff.


Ability to evaluate airport operations procedures and practices and to develop plans to improve upon them.


Ability to remain calm in stressful situations and ability to respond to critical incidents and emergencies utilizing tact and sound judgment.


Ability to express ideas effectively, both orally and in writing.


Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty’s Ethics and Conflict of Interest policies.


Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.



Graduation from an accredited four year college or university with major coursework in business or public administration, law enforcement or related field; six (6) years experience in an airport security or law enforcement setting, including two (2) years supervisory experience; or any equivalent combination of relevant education and/or experience relating to airport safety and operations.



Possession of a valid Florida Driver’s License
