All of the EAP counselors are mental health professionals licensed by the State of Florida and are bound by the laws and ethics that govern their profession regarding confidentiality. Those laws and ethics, and the trust that they imply, are taken very seriously by every employee of the EAP.

Joseph Farone, Senior Counselor
Joseph is a licensed clinical social worker in the State of Florida and is a qualified Substance Abuse Professional (SAP) for the U.S. Department of Transportation. He joined the Broward County EAP in December 2012. Prior to joining the EAP staff, Joseph worked with the Federal Courts in Washington, D.C., as a program manager providing clinical services. He has also worked in private practice, as a contracted counselor for several employee assistance programs, and in several nonprofit programs that provided intensive in-home services for families. Joseph is excited about living in Florida and is looking forward to using his diverse set of skills with the Broward County EAP.
Charmaine Weatherly, Senior Counselor
Charmaine is a licensed clinical social worker in the state of Florida and is a qualified Substance Abuse Professional for the U.S. Department of Transportation. She joined the EAP in February 2010. Charmaine has extensive prior experience in substance abuse treatment with the Broward Addiction Recovery Center (BARC) and also spent a number of years working with individuals and families in various agencies. She has a great passion for families and goes out of her way to find the right resources for all of her clients.
