NATURE OF WORK
This is advanced technical work in the enforcement of the Florida Building Code and related regulations as they relate to Housing Development Programs.
Work involves conducting inspections in the building construction field to ensure adherence to the Florida Building Code and the applicable standards of construction, maintenance and safety. Incumbent investigates complaints and resolves contracting disputes. Work is performed with independence within established codes, regulations and technical guidelines and is reviewed by administrative superiors through observation of completed projects, conferences and reports.
ILLUSTRATIVE TASKS
Organizes and plans construction projects and activities.
Conducts inspections on construction projects in the Housing Development Program for compliance with codes and regulations governing building construction.
Participates in complex inspections of multi-family or multi-level construction projects.
Confers with building officials, contractors, home owners and other interested parties, explains and interprets construction plans and specifications and program regulations.
Prepares bid specifications and cost estimates on housing projects.
Investigates complaints and resolves disputes; prepares and maintains necessary records and reports.
Performs related work as required
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of minimum housing requirements and the Florida Building Code.
Considerable knowledge of possible defects and flaws in building construction and of effective corrective measures.
Considerable knowledge of the codes and regulations governing building construction.
Considerable knowledge of modern development, current literature and sources of information in the field of building construction and inspection.
Some knowledge of Housing and Urban Development housing programs.
Some knowledge of office practices and procedures.
Ability to understand and interpret construction plans, diagrams and specifications.
Ability to present ideas effectively, both orally and in writing.
Ability to maintain regulatory records and to prepare and submit reports.
Ability to function as a lead worker in a manner conducive to full performance and high morale.
Ability to explain and enforce regulations firmly, tactfully and impartially.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

REQUIRED EXPERIENCE AND TRAINING
Graduation from high school; four years of experience in a wide variety of skilled residential construction and building inspection work, or any equivalent combination of relevant training and experience.
NECESSARY SPECIAL REQUIREMENT
Must be licensed by the State of Florida as a General Contractor within one (1) year following appointment. Must have and maintain a valid Florida driver's license.
