This is highly responsible administrative work assisting the CountyAdministrator by managing the activities of various County departments, divisions and offices.

Work involves formulating and carrying out administrative principles, practices and techniques designed to improve the effectiveness and efficiency of county governmental services. Considerable independent judgment is exercised in determining proper courses of action.

The scope of responsibility also includes making decisions on behalf of the CountyAdministrator, furthering the initiatives, and representing the CountyAdministrator. The ability to analyze and recommend policies, and procedures with strategic foresight is a critical element of this position, as is the ability to propose innovative approaches to complex problems with respect to the impact of those decisions County-wide.

Individual objectives will result from discussion and mutual agreement with the CountyAdministrator on an annual basis.




Acts as a chief assistant to and may act for the CountyAdministrator.

Assists in the general management of County government.

Performs highly complex administrative assignments under the direction of the CountyAdministrator in order to assist the CountyCommission and other county officials in the management of county government.

Evaluates the work, operating practices and progress of various departments, and develops plans and procedures to maintain and improve performance standards.

Oversees short and long-term strategic planning, redevelopment, and growth management activities .

Establishes and manages cross-departmental special project teams made up of employees from across the entire organization on an as-needed basis, allowing the organization to rapidly respond to emerging projects and issues.

Responsible for implementation of the County’s Business Planning activities.

Meets and confers with individuals and groups to explain, interpret and discuss county policies on a variety of subjects.

Prepares for and presents a variety of special administrative studies.

Acts for the County Administrator/Deputy County Administrator in their concurrent absences.

Performs related work as required.




Thorough knowledge of the principles and practices of public administration with particular reference to county administration and management.

Thorough knowledge of county laws, ordinances, and regulations.

Thorough knowledge of research methods, techniques, sources of information, and methods of report presentation.

Ability to explain and interpret county ordinances, rules, regulations and policies to individuals and groups.

Ability to identify the need for, establish and manage cross-departmental and/or internal/external working groups to effectuate County goals and objectives

Ability to plan, formulate and execute policies and programs.

Ability to apply administrative concepts and methods to different organizational situations and needs.

Ability to analyze a variety of administrative, operational, and fiscal problems and to make sound recommendations for solution.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.




Graduation from an accredited four-year college or university with major course work in public or business administration. Masters Degree preferred in Public or Business Administration; six (6) years progressively responsible experience in municipal or county government management work; or any equivalent combination of relevant training and experience.
