This is highly responsible managerial and administrative work in planning, organizing and directing the activities of the Department of Transportation.


Work involves responsibility for the administration and direction of multiple disciplines and programs coordinated to provide timely, reliable, and safe public transportation services to residents and visitors of Broward County. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.




Administers the County's Public Transportation programs; directs through subordinates the planning, scheduling and coordination of office activities; develops policies, procedures and priorities to meet established goals and objectives.


Develops, implements and maintains strategic, fiscal and capital improvement plans for the Department of Transportation.


Prepares and monitors office budget and prepares special reports as required.


Attends conferences and public and professional meetings.


Lobbies state and federal elected officials for continued transit funding.


Oversees marketing programs to increase ridership and revenue.


Serves as administrator of professional, construction, and service contracts.


Serves on state and national committees to foster professional development in the fields of public administration and public transit.


Represents the department at public hearings, conferences and media events.


Oversees compliance with all federal, state, and local regulations and laws.


Oversees preparations for labor negotiations and resolves grievances, arbitration requests, and other personnel matters.


Directs all operational and maintenance activities of the Department of Transportation facilities which operate 24 hours a day.


Oversees specialized transportation services for the elderly and handicapped.


Performs related work as required.




Thorough knowledge of the principles, practices and procedures of public administration and alternative methods of providing public transportation.


Thorough knowledge of all federal, state and local regulatory requirements applicable to public transportation.


Considerable knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.


Considerable knowledge of the principles, practices and procedures of organization, management, and administration.


Ability to plan, implement, and coordinate technical and administrative programs.


Ability to develop concepts and themes for program implementation.


Ability to establish effective communication for an around the clock operation, operating from multiple locations.


Ability to express ideas effectively, both orally and in writing.


Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.


Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.




Graduation from an accredited four (4) year college or university with major course work in engineering, public or business administration, or transportation management, shall have proven administrative ability, and shall have at least five (5) years experience in an executive or managerial position, or any equivalent combination of relevant training and experience.
