DIRECTOR OF IT BUSINESS SERVICES

NATURE OF WORK

This is highly responsible management and administrative work in planning and directing a wide range of information technology “run the business” activities for Enterprise Technology Services.

The Director of Business Services is responsible for facilitating high quality, cost-effective, and timely information technology services to all organizations within the County (Offices, Departments, and Divisions).

The Director communicates County IT procedures, policies and other required information throughout the enterprise.   Support the CIO in development of key metrics that monitor the effectiveness of ETS’s business performance.

Work involves planning, organizing, directing, coordinating IT “run the business” functions, vendor management and business office activities. Employee in this class supervises professional and management staff.

Development and coordination of balanced scorecard metrics for the ETS organization.

Coordinate and lead large enterprise wide technology implementations as required.

Work also involves ensuring that client agencies get appropriate consultation and support for developing their IT initiatives and ensuring they are aligned with the enterprise IT strategic plan.

The Director of Business Services reports to the Chief Information Officer.

ILLUSTRATIVE TASKS

Develops and maintains effective working relationships with other Office, Department, and Division staff and management with whom work must be coordinated or interfaced.

Develops, presents and supports personnel development plans for all IT positions within the County.

Develop, presents and supports education products services using various media currently available.   

Develops, presents and supports methods and standards.

Develops, presents and supports policies and procedures, strategic plans, budget estimates, and financial plans.

Makes decisions regarding hiring, discipline and promotion of staff members; reviews performance reports prepared by staff members and evaluates employee performance; exercises authority for office personnel actions consistent with collective bargaining agreements, County personnel rules and all other applicable rules and regulations.

Develops and implements divisional policies, procedures and programs; makes policy recommendations; develops program goals and objectives.

Performs related work as required.

KNOWLEDGE, ABILITIES, AND SKILLS

Thorough knowledge of current principles and practices of information technology management.

Considerable knowledge of current trends and developments in information systems technology.

Ability to plan, coordinate, and direct the work of information systems professionals and managers.

Ability to analyze technical materials and make sound decisions about technology.

Ability to express ideas effectively, verbally and in writing. Ability to effectively make presentations to large audiences; and excellent time management abilities.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

Skill in conceptualizing, analyzing, and communication abilities.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four-year college or university with major course work in information systems, business or organizational management, or related field; six (6) years experience in a large and complex information technology organization, including experience in planning, management, and implementation of information systems; including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
