ASSISTANT DIRECTOR OF HUMAN RESRCS

NATURE OF WORK

This is highly responsible, professional and diverse administrative work as the principal assistant to the Director of Human Resources, assisting in planning, organizing and directing the activities of the Human Resources Division.

Work involves responsibility for the administration and direction of the Broward County human resources system. The Division directs the County Civil Service system, manages labor relations, employee development, classification and pay, equal employment opportunity and a wide array of other activities. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision and assignments by the Director. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Assists in the administration of the County's wide-ranging human resources programs; directs through subordinates the planning, scheduling and coordination of divisional activities; develops policies, procedures and priorities to meet established goals.

Assists in the development, implementation, and maintenance of strategic, fiscal and service improvement plans for the Division.

Prepares and conducts investigations and research to prepare special reports as required.

Assists the Director and other staff members in responding to public and employee inquiries.

Supervises an assigned functional area of Human Resources Division operations.

Serves as acting director in absence of the director.

Represents the division and the County at conferences and public and professional meetings.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of public human resources management including selection practices, collective bargaining, affirmative action and equal employment

opportunity, public and employee relations, unemployment compensation and trends and issues in the field.

Thorough knowledge of federal, state and local legislative, regulatory and judicial requirements applicable to the area of human resources management.

Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to plan, implement and coordinate technical and administrative programs.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in public or business administration, human resources management or a related field; thorough experience in human resources administration including considerable high level supervisory and administrative experience; or any equivalent combination of training and experience.
