NATURE OF WORK
This is responsible professional and administrative work assisting in managing the Water and Wastewater Operations Division.
Work includes assisting in the development and formulation of policies and procedures, and assisting in the management and oversight of division operations. Position incumbent coordinates and implements division policies and programs, and ensures operational and administrative continuity among all sections and units. Employee in this classification supervises professional, administrative and technical staff involved in division operations. Work is performed with considerable independent judgement and initiative in resolving administrative and technical problems. Performance is reviewed through conferences, written reports and evaluation of results.
ILLUSTRATIVE TASKS
Assists the division director in developing and implementing division policies, procedures and programs; makes policy recommendations; develops program goals and objectives.
Plans, directs and supervises the activities of professional, administrative and technical personnel.
Reviews and makes recommendations concerning electrical, mechanical and other designs for water and wastewater facility expansion or modification; assists and advises the division director on various aspects of environmental operations projects and programs.
Maintains liaison with all relevant federal, state, county and municipal agencies.
Attends meetings and hearings, and represents the division at public functions.
Coordinates division budget, purchasing, personnel and record-keeping activities; prepares special reports as required.
Serves as acting director in the absence of the director.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles and practices of management of water and wastewater treatment facilities.
Thorough knowledge of current literature, trends and developments in the field of water and wastewater facility management.
Thorough knowledge of federal, state and local regulatory requirements applicable to water and wastewater facility management.
Thorough knowledge of the operation and maintenance of water and wastewater treatment plants, collection and distribution systems, and related facilities.
Considerable knowledge of fiscal activities in a municipal environment as related to budgeting, cost accounting, record keeping, financial planning and management.
Ability to communicate effectively both orally and in writing.
Ability to coordinate, plan and direct division operations and activities.
Ability to prepare clear and concise oral and written reports.
Ability to analyze facts and exercise sound judgement in decision-making.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four-year college or university with major course work in civil or environmental engineering, business or public administration, or related field; six (6) years progressively responsible experience in the administration and management of a large water or wastewater system including four (4) years experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
