This is responsible professional and administrative work assisting the Division Director in planning, organiz­ing, and directing of the activities of the Family Success Administration Division which has offices located throughout the County.


Work involves responsibility for assisting the Division Director in the administration and implementation of programs and services provided directly by the Division and coordination of programs and services associated with the activities of the Division that are provided indirectly by non-profit or other agencies contracted by the County.


The incumbent assists the Director and advises on the formation of Division policies and procedures pertaining to programs and services and develops and maintains working relationships with county agencies, state agencies and other funders of social and/or human services and non-profit agencies. Incumbent also supervises administrative and other subordinate staff involved in divisional operations as assigned.


Responsibilities require a thorough knowledge of local, county, state and federal human service and social service structures, policies and procedures. Work includes meaningful communications and working relationships with County staff, communities, and other public and private organizations. Work is performed with consider­able independence with assignments received from the Division Director in both specific and general terms with latitude for determining methods and procedures. Performance is reviewed periodically through conferences and written reports.

Acts for the Director in his/her absence.


Assists in developing and implementing divisional policies and procedures.


Assists in developing formal collaborative agreements with local not‑for‑profit organizations and other local, state and federal agencies involved with children and families.


Assists in developing, implementing, and maintaining strategic, fiscal, and capital improvement plans for the Division.


Assists in directing the administrative operations of the Division.  


Assists in formal accreditation activities, working with agency management and staff to prepare for accreditation surveys and with accreditation staff, such as JCAHO, in the conduct of surveys, as required.   Assists in ongoing systematic monitoring for compliance with accreditation or other standards as appropriate to the area of assignment.


Assists in planning, implementing, and coordinating Division programs and in developing program goals and objectives.


Assists in preparing Division program and operating budgets and coordinates administration of divisional budgets, pur­chas­ing, personnel, contracts, grants and record keeping activities; recommends and implements organizational and administrative change.


Attends conferences and public and professional meetings.


Directs and supervises professional and administrative staff as assigned.


Makes recommendations for policies related to the general welfare of children and families living in BrowardCounty and for related county, state and federal legislation.


Manages the contracting section of the Division including supervising administrative staff responsible for contract management of County funding awarded to local not-for-profit organizations, other local agencies, and government organizations selected through a competitive bid process. These activities include agenda development, contract negotiation, contract development, record keeping, corrective action plan development and technical assistance.


Participates at the community level in the on-going development and implementation of a coordinated, unified, system-wide strategic plan to meet the needs of children and families living in the County.   Reviews existing service programs in relationship to needs and recommends changes.


Represents the County on community boards or committees as required; participates in local and statewide meetings. Assists in staff-support activities associated with appointed boards, as required.


Seeks out and develops new alternatives for programming and financial resources, for instance by developing grant applications on behalf of County or in collaboration with other local social or human service entities, etc.


Supervises and directs activities associated with quality assurance and data management for on-going evaluation of performance and outcomes attainment for division programs, contracts and grants.

Thorough knowledge of the principles and practices of administering the provision of services to children and families.


Considerable knowledge of the funding process in a public sector environment as related to budgeting, cost accounting, financial planning and management.


Considerable knowledge of the applicable laws, regulations and procedures related to social or human service programs.


Knowledge of accreditation procedures and standards, such as JCAHO, and federal confidentiality laws and HIPAA.


Ability to analyze facts and exercise sound judgment in decision making.


Ability to carry out complex oral and written instructions.


Ability to exercise judgment and discretion in applying and interpreting County, Department and Division policies and procedures.


Ability to express ideas effectively, both orally and in writing.


Ability to initiate and implement administrative programs and procedures and to evaluate their effectiveness.


Ability to plan and assign staff work and evaluate performance.


Ability to plan, direct and supervise Division operations and activities.


Ability to prepare complex narrative and technical reports using computer based office automation software.


Ability to supervise staff in a manner conducive to high morale and productivity.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.





Graduation from an accredited college or university with major course work in the social sciences, public or business administration, or other field closely related to this assignment; six (6) years of progressively responsible administrative experience in the provision of services to children and families, including two (2) years experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
