This is highly responsible supervisory and administrative work assisting in planning, organizing and directing the activities of the Aviation Finance Division.

Work involves supervision of professional and administrative subordinates involved in all financial functional areas of the Aviation Department. Position incumbent assists director in preparation of annual operations and capital budgets, establishment and application of rates and charges and development of financial policies in accordance with bond resolutions. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by the division director. Performance is reviewed periodically through conferences and written reports.


Assists in the administration of the County's Aviation Finance program; assists in directing, through subordinates, the planning, scheduling and coordination of divisional activities; develops policies, procedures and priorities to meet established goals.

Assists in the development and implementation of strategic, fiscal and capital improvement plans for the Aviation Department.

Assists in the development of airline landing fees and rental rates.

Develops financial policies in accordance with pertinent bond resolutions and airline agreements.

Assists in the development and monitoring of Aviation Department budget and prepares special reports as required.

Serves as acting director in the absence of the director. Attends conferences and public and professional meetings.

Performs related work as required.


Considerable knowledge of the principles and practices of finance and debt management.

Considerable knowledge of all federal, state and local regulatory requirements applicable to airport financial management.

Considerable knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of computer applications applicable to processing financial transactions.

Knowledge and experience in the principles, practices and procedures of supervision, organization and administration.

Ability to plan, implement and coordinate technical and administrative programs.

Ability to express ideas effectively, both orally and in writing.

Ability to exercise sound judgement in decision making.

Ability to communicate with a broad range of public and private agencies, including airline industry officials.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.


Graduation from an accredited four year college or university with major course work in finance, accounting, airport management, business administration or related field; considerable experience in airport financial management including supervisory and administrative experience; or any equivalent combination of training and experience.
