This is highly responsible supervisory, engineering and administrative work in project planning, organizing and directing design development and construction management for airport projects related to the approved Capital Improvement Program (CIP), routine capital improvements and the Repair & Replacement (R&R) for county-owned airports and related facilities.


Position incumbent administers all, engineering and construction activities, and participates in environmental studies. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.




Administers the County's Aviation routine CIP and R&R program; directs through subordinates the scheduling and coordination of divisional activities; develops policies, procedures and priorities to meet established goals.


Develops and implements recommendations to ensure continuous improvement of the County's Air Transportation System.


Prepares and monitors division budget and prepares special reports as required.


Represents the County before community groups, service organizations and civic committees to promote the development and use of airport facilities.


Attends conferences and public and professional meetings.


Performs related work as required.




Thorough knowledge of the principles and practices of airport construction and engineering.


Thorough knowledge of all federal, state and local regulatory requirements applicable to airport operations and engineering, construction, environmental and noise control monitoring.


Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.


Considerable knowledge of the current methodologies, techniques and equipment used in measuring noise impact.


Considerable knowledge of the principles, practices, and procedures of organization, management, and administration.


Ability to administer construction contracts.


Ability to plan, implement, and coordinate technical and administrative programs.


Ability to coordinate airport construction and operation plans with federal, state and local governmental agencies.


Ability to control construction in a manner which causes minimum disruption to airport operations.


Ability to understand computer programming and computer modeling, analyze data and interpret results.


Ability to express ideas effectively, both orally and in writing.


Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.


Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.




Graduation from an accredited four (4) year college or university with major course work in engineering, or related field; six (6) years experience in engineering at a large-hub airport, including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
