This is advanced field and technical work in occupational health and safety for the Risk Management Division.

Work involves assisting management in identifying, evaluating and controlling workplace hazards in County operations. Incumbent plans and conducts audits to determine compliance; evaluates conditions and potential for exposure, and recommends control strategies. Duties include hazard assessments in moderate-to-high hazard settings; technical assistance; data analysis; risk communication; regulatory interpretation; policy and procedure implementation; and quality assurance.


Assesses moderate-to-high hazard County facilities, processes, and operations for compliance with pertinent safety and health standards; identifies and evaluates conditions, practices or equipment that may be hazardous to the health or safety of County employees or the public and recommend appropriate corrective action.

Functions as high-level technical resource regarding chemical, physical and biological hazards.

Assesses needs for personnel and/or environmental monitoring. Uses quantitative and qualitative means to conduct studies of County operations and processes in order to determine compliance with applicable regulatory standards or best practices. Devises methods, select and use appropriate instrumentation to produce technically sound results.

Performs advanced studies to determine efficacy of recommended control measures.

Evaluates need for respiratory and other personal protective equipment. Works with occupational medical provider to ensure sufficient information is available regarding employee exposure potential. Ensures appropriate protective equipment is selected based on knowledge or estimation of workplace contaminants.

Oversees sample collection, handling, chain of custody, and analyses.

Interprets sample results against appropriate standards. Communicates information to Management and stakeholders. Documents results and corrective actions.

Oversees monitoring equipment program, including specifying equipment; recommending purchases; calibration and maintenance; internal program documentation and training of safety and health staff on use.

Coordinates specific programs to address specific contaminants or hazards such as lead, benzene and noise. Performs appropriate surveys to verify absence of exposure.

Responds to inquiries or concerns from County employees regarding indoor air quality. Investigates complaints and make recommendations.

Creates and maintains a database of job classes with potential and/or actual exposure to hazardous materials; works with management to ensure meaningful collection of occupational medical data at the highest possible cost-benefit ratio.

Under the direction of technical/professional superiors, prepares written report and executive briefs summarizing findings and recommendations; communicates these to County officials as appropriate to minimize cost-benefit ratio.

Assists Management with research related to chemical, biological or physical hazards.

Assists in reviewing, developing and implementing occupational health and safety policies and related compliance programs.

Under the direction of technical/professional superiors, reviews, customizes and/or delivers general and subject-specific occupational health and safety training programs to address Divisions' needs and as necessary to satisfy compliance directives.

Keeps abreast of current legislation, technology developments and industry best practices. Shares this information with Section as appropriate.

Performs other duties as assigned.


Considerable knowledge of occupational safety, occupational/environmental health, and/or industrial hygiene.

Knowledge of pertinent regulations, standards, guidance and industry best practices including but not limited to OSHA, NIOSH, CDC, ANSI, EPA and ACGIH.

Ability to accurately and consistently anticipate, identify and evaluate potential occupational hazards and to recommend sound solutions following recognized scientific principles.

Ability to use personnel and ambient exposure monitoring equipment.

Ability to use various software applications to perform statistical analyses to benchmark and interpret technical data.

Ability to prepare fully supported reports for technical and lay audiences.

Ability to develop regulatory compliance programs and to assist County management in their implementation.

Ability to counsel affected parties factually regarding potential safety or health risks and the precautions necessary to avoid adverse effects.

Ability to keep confidential personal and business information obtained during the course of work, except when required by law or overriding health and safety considerations.

Ability to develop and deliver general and subject-specific occupational health and safety training modules for a variety of audiences.

Ability to communicate clearly and concisely both verbally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of the County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with colleagues, the general public, County officials, contractors and others from diverse cultural and linguistic backgrounds, regardless of race, religion, age, gender, disability, political affiliation or other prejudice.


Graduation from an accredited four year college or university with major course work in the physical or biological sciences, engineering or related field; a minimum of six (6) years experience in evaluating and controlling occupational hazards. Relevant certification or license a plus.


Possession of a valid Florida driver's license.
