This is advanced, highly technical and analytical work with responsibility for managing large scale information technology projects.

Work involves providing high-level technical expertise and project management direction of multiple large scale information technology initiatives including technological research, analysis, design, development, and implementation of projects. Duties include the review of County-wide information technology strategic direction, recommending approaches for incorporation of the emerging technologies when appropriate, and implementing the approved approach. Duties also include reviewing programming techniques and recommending information technology solutions, enhancement plans, and related cost-benefit comparisons. Work may require the supervision of a small group of professional and technical personnel in assigned work teams or sections. Work is reviewed by an administrative superior through conferences, consultations, and overall program achievements.


Researches, analyzes, reviews, and recommends implementation of emerging technologies.

Plans, organizes and implements approved emerging technologies.

Administers County-wide technological speciality functions.

Performs project management responsibilities for large scale complex information technology projects.

May supervise a small group of professional and technical personnel throughout the implementation phases of information technology projects.

Reviews systems designs, development of applications, and documentation for accuracy, timeliness, and adherence to departmental standards.

Evaluates emerging technologies, systems specifications, feasibility studies, and cost-benefit analyses.

Performs related work as required.


Thorough knowledge of current principles, practices and techniques of information technology research, evaluation, project management, planning and systems analysis.

Thorough knowledge of information technology speciality areas relevant to area of assignment.

Thorough knowledge in planning, directing, and supervising information systems analysis and programming operations and activities.

Thorough knowledge in applying technological languages, concepts, and tools within established time frames.

Thorough knowledge in systems design.

Thorough knowledge of modern design and programming principles and techniques.

Thorough knowledge of programming language and/or operating system relevant to area of assignment.

Thorough knowledge of advanced information technology management techniques and long range planning.

Ability to analyze technical material and documentation.

Ability to exercise sound judgment in decision making.

Ability to supervise subordinates in a manner conducive to full performance and high morale.

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

Skill in the use of coding, testing, and debugging of application programs.


Graduation from an accredited four-year college or university with major course work in computer science or related field; six(6) years experience in systems analysis, systems design and applications programming relevant to area of assignment including related project management; or any equivalent combination of relevant training and experience.
