TRANSIT SECURITY MANAGER

NATURE OF WORK

 

This is responsible professional and administrative work assisting in the planning and directing of a comprehensive security and safety program for the County’s Office of Transportation.  

 

Work involves managing public transit security efforts to ensure the County’s Transit System complies with all federal, state, and local security and safety regulations and requirements.

 

Position incumbent manages the security and safety staff, security-related compliance and contractual functions and serves as a liaison with all countywide law enforcement and emergency management representatives as well as contracted security services for all bus terminal facilities, administrative offices, garages, transfer stations, and bus stops.

 

Assists in drafting all required security and safety plans.

 

Assignments are received in the form of general verbal and written instructions. Work is performed under the supervision of an administrative superior. Performance is reviewed through conferences and written reports.

 

 

ILLUSTRATIVE TASKS

 

Assists the Transit Manager for Compliance and Administrative Services with management and enforcement of the Transit Security and Safety Programs in accordance with applicable local, state and federal regulations.

 

Develops, implements, and updates security plans, such as the Emergency Response and Preparedness Plans, System Safety Program Plan, and Security Program Plan as mandated or recommended by the Federal Transit Administration (FTA), the U.S. Department of Homeland Security, the National Incident Management System (NIMS), or Florida Department of Transportation (FDOT) Regulation 14-90, Equipment and Operational Safety Standards for Bus Transit Systems.

 

Coordinates development and implementation of internal security and safety office operating procedures and related policies and rules and ensures distribution of all Transportation Security and Safety Program policies, guidelines and other related materials to management, employees, and contractual services. Reviews and updates policies and procedures as required, to maintain compliance with all local, state, and federal guidelines.

 

Manages day to day transit security and safety related programs and services including security contractual service agreements, security identification badges, security training, and related safety programs.

 

Represents the Transit Manager and Director of the Office of Transportation at various meetings and activities involving local, state, and federal agencies, and other groups regarding security and safety issues.

 

Reviews, analyzes, interprets and maintains security and safety related statistical and programmatic records and reports.

 

Summarizes regulatory reports applicable to security, law enforcement and safety at Broward County Transit.

 

Assists the Compliance staff in developing procedures for Emergency Response Plans, Desk Reference Guide relative to bomb threats, suspicious packages and substances, fire, etc.

 

Responds to compliance reviews conducted by FTA and FDOT.

 

Prevents security and safety violations and problems by identifying potential security and safety concerns, collecting and analyzing data on trends and patterns, reviewing security and safety inspection reports and formulating alternatives to address trends and concerns.

 

Performs other related work as required.

 

 

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of federal, state and local regulations applicable to transit security.

 

Thorough knowledge of applicable regulations, administrative and procedural requirements pertaining to area of responsibility.

 

Thorough knowledge of transit operations and FTA/FDOT regulations and transit security requirements.

 

Knowledge of transit facilities and layout.

 

Ability to read and interpret building plans, site plans, development plans, aerials, and specifications relating to security regulation requirements.

 

Ability to recognize deviations from regulatory requirements and from established policies and procedures; takes appropriate action when necessary.

 

Ability to interpret and explain public transit security regulations, rules and procedures to the general public, and employees in a non-confrontational manner.

 

Ability to assign and supervise the work of staff performing security functions in a manner conducive to high performance and high morale.

 

Ability to analyze facts and exercise sound judgment.

 

Ability to carry out complex oral and written instructions.

 

Ability to express ideas concisely, both orally and in writing.

 

Ability to initiate and manage administrative programs and procedures and to evaluate their effectiveness.

 

Ability to exercise judgment and discretion in establishing, applying and interpreting policies and procedures.

 

Ability to communicate effectively, orally and in writing, and to submit reports and maintain regulatory records.

 

Ability to make public presentations as a representative of the department.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.

 

 

REQUIRED EXPERIENCE AND TRAINING

 

Graduation from an accredited four (4) year college or university with major course work in business, public administration, security management, police science, law enforcement or related field; six (6) years experience in law enforcement agency or security services, or any combination thereof, which must have included experience in public transit or anti-terrorism procedures, and at least four years experience related to management, emergency management planning, or physical activity of transit operations.

 

 

NECESSARY SPECIAL REQUIREMENT   

 

Must possess a valid Florida Driver's License.

Current or previous certification as a law enforcement officer in a federal law enforcement agency, the state of Florida, or in public transit security. Must be able to pass a criminal background check and obtain and maintain any local, state, or federally mandated security clearances for working in public transit security.
