NATURE OF WORK
This is specialized, supervisory and administrative work in the library system.
Work involves responsibility for the administration and coordination of all activities of Literacy Services, Special Collection Services and/or specialized programming services. Work requires the exercise of initiative, independent judgment and discretion in handling administrative duties. Employees in this class train and supervise professional and para-professional staff in the performance of duties. Work involves heavy public contact and the representation of Broward County to international, national, state and local boards, coalitions, agencies and businesses. Supervision is received from an administrative superior and is reviewed through conferences, reports and program achievements.
This classification is distinguished from a Library Specialist III by the additional experience required, by the supervisory responsibilities and the responsibility for considerable independence in managing and coordinating a major program, and by the contact with international agencies.
Supervises professional and para-professional staff and participates in specialized library activities.
Coordinates activities of library learning services, specialized collections, and specialized programming and exhibit services serving preschool through adult patrons; oversees the training of librarians and the public, and the development of specialized collections appropriate to the area assigned.
Initiates community contacts in the interest of the specialized unit or program; represents the Broward County Library to international, national, state and local agencies and businesses in meetings, networking sessions and joint ventures.
Develops programs, services, staff skills and collection to establish a state-of-the-art learning and/or research library.
Assists subordinate staff to analyze activities and improve the quality services provided.
Oversees the writing and administration of grant projects and outside funding.
Recommends the annual plan of service, budget resources and methods of delivering assigned programs and services.
Attends conferences and training classes to keep abreast of the current developments in learning theory, collection and program design, and resource collaboration.
Cooperates with various internal library units, other libraries, universities and other cultural institutions to strengthen the delivery of collections, programs and services.
Prepares written reports, documents and recommendations to Libraries Division and County administration.
Performs related work as required.

Thorough knowledge of professional library methods, materials and practices as appropriate to assigned area of responsibility.
Thorough knowledge of current literature, trends and developments in the field of library science, education collection development and programming appropriate to the specialized area of assignment.
Thorough knowledge of the functions and operations of the specialized unit to which assigned.
Ability to analyze, review and make recommendations for the selection of collections and other materials, including artifacts.
Ability to plan, organize and supervise the work of professional, paraprofessional and clerical staff as required by work assignment.
Ability to analyze administrative problems and make recommendations for their solution.
Ability to express ideas effectively, both orally and in writing.

REQUIRED EXPERIENCE AND TRAINING
A Bachelor's degree from an accredited four-year college or university; four (4) years experience in para-professional library work, including three (3) years supervision experience, any equivalent combination of relevant training and experience.
