This is administrative and supervisory work assisting in planning and directing parks and recreation services for County parks within a geographical area of the County. Work involves the responsibility for assisting with supervising through subordinate supervisors, the administration, operations, recreation programming, maintenance and security of parks' facilities, grounds and natural areas. Responsibilities include assisting with establishing district objectives and evaluating their progress, determining parks and recreation area and facility demands, developing program planning cycles and service levels and reviewing and approving personnel equipment and material requirements. Duties include personnel management, budget preparation and monitoring; interacting with community and park users; supervising and directing recreational activities, safety and grounds maintenance functions. Supervision is exercised over subordinate supervisors, administrative, technical and clerical personnel involved in various phases of parks and recreational activities. Work is performed with considerable independence under the general discretion of a professional superior and is reviewed through conferences, reports, observations of performance and the review of program effectiveness.


Assists in the preparation of district goals and objectives, and annual work programs and corrective action plans; evaluates progress toward accomplishment of assigned objectives.

Supervises, coordinates and directs assigned subordinate supervisory personnel engaged in administration, operation, recreational programming, maintenance and security of park facilities, grounds and natural areas.

Coordinates, monitors and prepares quarterly reports on the evaluation of district goals and objectives, annual work plans and corrective action plans; assists the Superintendent with the coordination of plans with other Districts for Division consistency.

Assists with planning and supervising community needs assessments and surveys; reviews demographic information to determine public demands for parks and recreational facilities; prepares recommendations on land needed for parks and related facility development within the geographic area; reviews and provides input on site plans prior to construction.

Assists with the development and monitoring of the district and park operational budgets; assist with reviewing and making recommendations for purchase of equipment, materials and supplies; prepares forecasts of revenues and expenditures; prepares recommendations for the establishment of fees, charges and operating schedules, and reviews revenue reports; supervises and directs District self audits.

Makes periodic inspections of parks and recreation operations for compliance with Division rules and regulations, policies and procedures.

Supervises and directs district personnel in-service training programs to enhance professional development in job knowledge, abilities, skills and customer service.

Responds to citizen complaints and ensures their resolution; directs and participates in activities to promote the benefits of various parks and recreation services; determines the costs and benefits of providing those services.

Assists with managing district personnel including staff appointments, transfers, promotions, progressive discipline; prepares performance evaluations for assigned subordinates and evaluates their work.

Represents assigned district at public and professional functions in the absence of the District Superintendent.

Performs related work as required.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.


Graduation from an accredited four-year college or university with major course work in parks management, or closely related field; minimum four (4) years progressively responsible experience in parks and recreation management and administration work; including four (4)experience in the supervisory aspect of the work; Certified Park and Recreation Professional (CPRP) preferred; or any equivalent combination of relevant training and experience.
