ZONING OFFICIAL

NATURE OF WORK

This is technical and administrative work in the enforcement of the Broward County Zoning Code and related regulations.

Work involves planning, directing and overseeing the County zoning plan review and inspection programs and assisting in coordination of the code enforcement programs. Work includes responsibility for the development and maintenance of policies and procedures related to the enforcement of all applicable laws, ordinances and regulations; development and implementation of zoning code changes; development and implementation of training programs. Work is reviewed through conferences, reports and observations of program effectiveness.

ILLUSTRATIVE TASKS

Interprets and administers the Broward County Zoning Code.

Assists in coordination of the field enforcement programs of the Broward County Zoning Code; confers with staff members on technical work problems; occasionally accompanies staff in the field to review unusual problems, give general assistance and renders final decisions relating to code interpretations.

Oversees and coordinates through subordinates the review of site plans and applications for zoning permits and other permits and certificates required by the Zoning Code; confers or corresponds with architects, building owners and the public concerning questions involved in the enforcement process; confers with staff of other County agencies regarding projects or problems of joint concern.

Oversees and coordinates through subordinates' activities of the landscape code enforcement section.

Attends and participates in the activities of various boards and committees dealing with matters relating to the Broward County Zoning Code and related codes; makes recommendations for changes in ordinances and regulations relative to zoning and other codes.

Supervises the formulation and implementation of written procedures for the plans examination and inspection sections.

Develops and implements training programs for subordinates.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of land use, zoning and code enforcement principles. Thorough knowledge of current literature, trends and developments in the field of zoning, land use, plan review and code enforcement.

Thorough knowledge of the Broward County Zoning Code and its enforcement.

Considerable knowledge of the principles of supervision, organization and administration.

Ability to plan, direct and coordinate the work of subordinates.

Ability to express ideas effectively orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from a four year college or university with major course work in planning, architecture or closely related field; thorough progressively responsible experience in zoning and code enforcement work including considerable experience in the supervisory aspects of the work; or any equivalent combination of experience in zoning and code enforcement work including considerable experience and training.

NECESSARY SPECIAL REQUIREMENTS

Completion of Levels I and II certification through the Florida Association of Code Enforcement.

Possession of a valid Florida Driver's License.
