This is highly responsible technical work providing professional level consultation directly to a Division Director, Section, or Program Administrator.

Work involves planning, developing, analyzing, evaluating, advising on, and improving the comprehensive continuum of service to children and families.

Employee develops and advises on implementation of policies and procedures, work methods and quality control systems.
Employee analyzes and evaluates major segments of the organization and, based on findings, develops recommendations to management for the purpose of improving the effectiveness and efficiency of programs and operations.

Employee is required to exercise extensive initiative and independent judgment in facilitating operations. Work involves the application of specialized and/or technical knowledge and experience. Work is reviewed through conferences, observation, reports submitted and program achievements.


Identifies problems or factors inhibiting the effective accomplishment of section goals and objectives.

Collects and analyzes data; develops alternatives; makes specific recommendations and assists in implementation of recommendations.

Reviews actual and potential problems and develops appropriate solutions.

Reviews and monitors case files for procedural compliance and quality assurance.

Monitors and evaluates conduct of client interviews and operational functions; consults with and explains to management, recommendations made for changes in work operations and other key actions proposed.

Prepares policies and procedures pertinent to the particular area assigned.

Prepares a variety of written documents including study plans, special and regular reports, systems and organizational analyses and work flow charts.

Assists in the assessment of staff training needs; develops training modules and facilitates workshops to enhance staff development.

Assists in establishment of data base for client information collected.

Attends conferences, workshops and seminars, and public and professional meetings.

Coordinates with section administrators in developing training; conducts necessary research to implement and provide training within the various sections.

Provide assistance in budget and fiscal administration of programs.

Provides technical assistance in area of specialization.

Performs related work as required.


Considerable knowledge of the methods and principles of management and social work administration and supervision including budgeting and staff development. 

Considerable knowledge of current trends and practices in juvenile justice reform, community-based corrections, and youth prevention/intervention services, as well as research techniques.

Considerable knowledge of current trends and practices in social work, mental health and child abuse, as well as research techniques.

Considerable knowledge of social casework, case management, intake, clinical and social assessments, and crisis intervention methods, their techniques and applications.

Knowledge of all federal, state and local regulatory requirements applicable to family and child services and major issues which require effective coordinated actions.

Knowledge of and ability to implement records management systems.

Knowledge of and ability to write, implement and manage multiple grants.

Knowledge of the functions and operations of the sections within the Division.

Knowledge of available community resources relating to children and families.

Ability to train and coordinate the activities of staff engaged in a wide variety of social casework and therapeutic activities.

Ability to use a computer and standard business software applications.

Ability to prepare detailed written reports; develop and implement uniform standards for procedures and quality assurance.

Ability to express ideas effectively both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County’s Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.


A Master's Degree in Social Work, Psychology or related field; four (4) years of experience in case management, intake assessment, human services program development and grants management, including one (1) year of supervisory experience; or any equivalent combination of training and experience.
