This is advanced administrative, supervisory work in managing a substance abuse rehabilitation program.


Work involves the responsibility for planning, assigning and reviewing the services of major substance abuse treatment units. Duties require that an employee in this class exercise thorough knowledge of administrative principles and techniques as well substance abuse treatment techniques and procedures of a rehabilitative nature. General supervision is received from an administrative superior who reviews completed work for effectiveness of results.





Develops treatment programs of a therapeutic and rehabilitative nature to assist clients in overcoming social, psychological or emotional problems.


Directs the treatment program staff at a large unit or units in developing means of involving clients in planning and assuming responsibility for their rehabilitation.


Consults with physicians, nurses, administrative and counseling staff relative to client issues ­and other functions to improve quality of service. Analyzes counseling procedures and techniques so as to improve treatment.


Develops, evaluates, and monitors program procedures, internal procedures, and internal performance assessment and/or staff development systems.


Attends regularly scheduled staff conferences, meetings and seminars related to substance abuse or employee development training to contribute to the professional growth of program personnel.


Maintains a liaison between related community programs, agencies and organizations.


Coordinates record keeping systems for effective program evaluation. Consults with unit supervisors to evaluate treatment or educational programs. Receives reports and maintains records of the activities of treatment or of external training units as required; compiles narra­tive and statistical information.


Performs related work as required.





Thorough knowledge of methods, procedures and practices of substance abuse treatment facilities.

Considerable knowledge of current laws, developments and literature in area of substance abuse.


Ability to develop policies and procedures which will improve the quality of service for client rehabilitation.


Considerable knowledge of the general and specialized areas of substance abuse and current practices of rehabilitation.


Considerable knowledge of various county treatment programs and their modalities.


Thorough knowledge of administrative and supervisory principles, practices and techniques.


Ability to plan, supervise and coordinate the work of others in a manner conducive to full performance and high morale.


Ability to express ideas clearly and concisely, both orally and in writing.


Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.


Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.





Master's Degree from an accredited college or university in clinical psychology, clinical social work or other behavioral science; six (6) years of experience in substance abuse services including direct services, supervision, program planning and administration; or any equivalent combination of relevant training and experience.
