This is specialized child care regulatory and technical work coordinating the management functions in licensing child care facilities and family child care homes and registered religious and non-public schools and supervising assigned staff.


Work involves providing administrative assistance in formulating policies and objectives and in coordinating the monitoring of licensed child care facilities, family child care homes, and registered religious and non-public schools in the County.  


Work includes supervision of enforcement activities related to unlicensed child care arrangements and background screening operations. Supervises professional monitoring and administrative support employees. Work is performed with considerable independence within established policies and procedures.


Work is reviewed by an administrative superior through periodic reports and evaluation of results achieved.





Assigns newly licensed child care facilities and family child care homes to monitors.


Assists in developing and monitoring compliance with Division and Section policies and procedures and in formulating program goals.


Assists in preparing the Section budgets.


Assists with audits by Department of Children and Families (DCF) and others.


Attends conferences, meetings and job-related activities as requested.


Conducts in-service training workshops on rules and regulations and educational topics, etc. to ensure quality child care.


Coordinates the process for disqualified child care employees through Criminal Background Checks with the CountyAttorney's office and State Department of Children and Families.


Facilitates administrative staffings with child care facility or family home owners, directors, and/or staff regarding compliance recommendations for qualify improvements, etc., to ensure compliance with minimum standards.


Facilitates case staffings.


Facilitates, coordinates, and participates in licensure exemption and hearings for appeals of denial of licensure, fines, and other administrative actions.


Maintains knowledge of trends and developments in the field by attending workshops and seminars appropriate to the assignment.


Manages development and conduct of seminars, consultations, meetings for the public, and other special events related to the area of assignment.


Participates in child advocacy programs.


Plans, assigns, and reviews the work of subordinate monitoring and administrative support staff.


Prepares narrative, technical, and program reports using computer-based applications.


Provides technical and operational information for use in reviewing or developing new regulations to be incorporated into the County’s Child Care Ordinances.


Provides technical assistance to child care directors, providers, and other program staff, as needed.


Represents the Section concerning licensing, training, program objectives and availability of child care services.

Reviews the inspection reports including investigations of complaints or allegations regarding unlicensed child care facilities or family child care homes.


Supervises staff and unit operations.


Trains staff and evaluates staff performance.


Performs related work as required.





Considerable knowledge of community resources related to the needs of young children.


Considerable knowledge of the principles, practices and techniques of early childhood development.


Considerable knowledge of the provisions of the Florida State Statutes and County Child Care Ordinances regarding child care facilities and family child care homes.


Considerable knowledge of the variety of community resources related to the needs of young children.


Knowledge of Background Screening requirements and processes and staff disqualifications.


Ability to assist owners, directors, and/or providers in meeting State and local Child Care regulations.


Ability to communicate clearly, both orally and in writing.


Ability to conduct investigations of complaints or allegations regarding licensed and unlicensed child care facilities or family child care homes.


Ability to maintain records.


Ability to plan, assign, supervise, and evaluate the work of subordinate staff in a manner conducive to full performance and high morale.


Ability to use a personal computer.


Ability to write narrative, program, and technical reports using computer-based office applications.


Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.


Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, ethnicity, religion, age, gender, disability, sexual orientation, marital status, or political affiliation.





Bachelor’s degree from an accredited college or university with major course work in a field directly related to the area of assignment, such as early childhood development or child psychology, etc.; four (4) years of experience working with young children in a preschool child care setting or in investigating the welfare of young children, including two (2) years of experience in a supervisory capacity; or any equivalent combination of relevant training and experience.





This is field work and requires driving. Must possess a valid Florida driver's license at time of appointment. Must be able to drive and to obtain and maintain authority to drive on County business.
