NATURE OF WORK
This is specialized child care regulatory and technical work coordinating the licensure functions for child care facilities and family child care homes, and the registration of religious and non public schools.
Work involves limited administrative assistance in formulating policies and objectives, performing inspections at new facility construction sites, and licensing new facilities, existing child care facilities and family child care homes. Work includes ensuring that the facilities and homes meet required expectations in accordance with State Statutes and County Child Care Ordinances requirements. Work involves providing extensive technical assistance to the child care owners/directors/providers in meeting the requirements for licensure and registration. Work is performed with considerable independence within established rules, regulations and technical guidelines. Work is reviewed by an administrative supervisor through periodic reports and evaluation of results achieved.
Reviews floor plan designs for child care facilities to determine capacity and recommends changes and improvements to meet ordinance requirements as needed. Confers with contractors, architects, property owners and other interested parties to explain and interpret child care rules and regulations.
Conducts inspections to determine compliance with respective ordinances for facilities and/or homes to issue a license.
Conducts in-service training workshops on rules and regulations and educational topics to ensure quality child care programs.
Conducts on site pre-licensing inspections to measure and determine compliance with rules and regulations relating to the approved use of a site for child care; provides technical assistance to child care directors, providers, and other program staff, as needed.
Assists in preparing the Section’s budget and in the audit process by Department of Children and Families (DC&F).
Represents the Section concerning licensing, training, program objectives and availability of child care services; provides technical and operational information for use in reviewing or developing new regulations to be incorporated into the County’s Child Care Ordinances.
Identifies and prepares a technical assistance or corrective action plan for poor and mediocre quality rated facility, homes and after school programs.
Evaluates and records the monitor’s inspection reports and complaints investigations to assure compliance with ordinance requirements.
Participates in child advocacy programs and attends conferences, meetings and job-related activities at the request of the Division or Section Management.
Conducts in-service training workshops on rules and regulations, and educational topics to ensure quality child care.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of the principles, practices and techniques of early childhood development.
Considerable knowledge of community resources related to the needs of young children.
Considerable knowledge of the provisions of the Florida State Statutes and County Child Care Ordinances regarding child care facilities and family child care homes.
Considerable knowledge of child development and child care classroom best practices.
Ability to learn and apply knowledge of the applicable rating instruments - Early Childhood Environment Rating Scale-Revised, Infant/Toddler Environment Rating Scale-Revised, and/or Family Child Care Rating Scale.
Ability to assist owners, directors, and/or providers child care facility directors and family child care home providers in meeting state and local regulations and in meeting the standards of a quality of care rating system
Ability to maintain records and to prepare comprehensive reports using computer-based applications.
Ability to express ideas clearly and concisely, both orally and in writing.
Ability to complete rating assessments and required documentation in a timely manner using computer-based applications.
Ability to maintain objectivity during the assessment or monitoring process.
Ability to make site visits and to conduct quality of care rating assessments based on training, using observation, interviews, and other evaluation techniques.
Ability to prepare and maintain records and to assist in preparing comprehensive reports using basic computer word processing and other applications.

Skill in applying reliability training and data collection procedures for the Quality Rating System.
Skill in conducting quality of care assessments using the appropriate rating instruments: Early Childhood Environment Rating Scale-Revised, Infant/Toddler Environment Rating Scale-Revised, and/or Family Child Care Rating Scale.
REQUIRED EXPERIENCE AND TRAINING
Bachelor’s degree from an accredited college or university with major course work in a field directly related to the area of assignment, such as early childhood development or child psychology; four (4) years of experience in working with young children in a preschool child care setting or in investigating the welfare of young children; or any equivalent combination of relevant training and experience.
NECESSARY SPECIAL REQUIREMENTS
Possession of a valid Florida driver's license at time of appointment. Must be able to drive and to obtain and maintain authority to drive on County business.
Must take and pass (score of 70 points or higher) the Playground Safety Certification Training class within one (1) year of hire.
