This is professional and administrative work supervising or managing the initiation, coordination and administration of specially assigned programs or projects involving public sector procurements, and/or contract, grant, or lease administration. Work may also involve monitoring or evaluating compliance with the terms of a contract or grant which has operational responsibilities of a major scope or reviewing community agency adherence to established standards. Activities may also include monitoring or evaluating compliance with established human service or other program outcomes and associated indicators.

Work involves developing procurement solicitation documents and/or initiating, coordinating, monitoring and/or evaluating all activities of a contract, grant and/or lease project which has operational responsibilities of a major scope; supervising professional and clerical support personnel as assigned; assisting and making recommendations on matters pertaining to grant writing, monitoring and fiscal management through development of written procedures; and serving as a liaison with other county, state, federal and community agencies.  

Work requires familiarity with the subject matter of the project and some technical knowledge is essential as employees are utilized for technical assistance.  Employees in this class are expected to initiate, coordinate, and manage activities of assigned procurements, contracts, grants, or leases and/or monitor or evaluate them and to supervise assigned staff with considerable independence, although all major decisions are referred to an administrative superior for advice and direction. Supervision is received through conferences with an administrative superior and by adherence to established policies and procedures. Work is reviewed through conferences, reports and program achievements.


This classification is distinguished from a Contract/Grants Administrator II by the increased responsibility for considerable independence in initiating, managing, coordinating, monitoring or evaluating several grants, contracts, or leases, as well as by the scope and complexity of the grants, or contracts, or leases involved, and by the increased supervisory duties associated with this position.


Initiates, coordinates, manages , monitors and/or evaluates all activities of assigned contracts, grants, and/or lease projects which has operational responsibility of a major scope.

Typically responsible for planning work assignments and supervising subordinate staff and for evaluating their performance.

Assumes project or lead-worker responsibility for administering, monitoring, or evaluating the activities and operations of a contract, grant and/or lease project.  

Assists in the development of projects, programs, contracts and grants policies, procedures, and schedules, and in the development of monitoring and evaluation policies, procedures and schedules; may assist in preparing procurement or solicitation documents related to the area of assignment and in reviewing response.

Performs analysis of grants, contracts and/or leases; prepares statistical reports, project reports, and/or monitoring or evaluation reports and related data using basic office computer software applications, including spread sheets.

Prepares invoices and other fiscal reports for outside funding agencies; reviews and approves provider invoices for payment; reviews invoices approved by subordinate staff.

Monitors or evaluates grants, contracts and/or leases. Generates detailed contract related reports, using computer-based software applications including spread sheets.

Conducts site visits or assists subordinate staff with site visits to observe and analyze the administrative competence and contractual compliance of contracted agencies and efficacy of contracted programs in performing required activities and achieving outcomes; supervises the field work of subordinate staff, providing professional guidance as needed.

Prepares detailed contractual compliance evaluation reports based upon analysis of submitted documents, field observations, and established standards, using computer based software applications, including spread sheets.

Provides technical assistance and trainings to assist contracted providers to achieve contractual compliance and to improve administrative and programmatic competence.

Researches and writes or oversees the writing of new grant proposals and/or plans.

Provides professional level staff assistance to subordinate staff and to administrative superiors or division or department head in specially assigned areas of operation; assists and advises on matters pertaining to contracts, grant and/or lease projects assigned.

Assists in planning, coordinating and directing the work of subordinates as required by work assignment.

Facilitates the accomplishment of work through providing, obtaining and coordinating a variety of services.

Provides administrative liaison among various County operational and administrative functions related to assigned contracts, grants and/or leases; interprets and explains policy regulations and operating procedures.

Performs related work as required.


Considerable knowledge of the principles of management, organization, and administration.

Considerable knowledge of the standard practices in the fields of local government or public procurement, budgeting, and accounting.

Considerable knowledge of contract and grant administration.

Considerable knowledge of best practices in the field of monitoring or evaluating contracts and grants.

Considerable knowledge of modern office practices, systems and equipment.

Considerable knowledge of the functions and operations of the unit to which assigned.

Knowledge of best practices in human service delivery models or best practices as appropriate to the area of assignment.

Knowledge of best practices in quality assurance and/or continuous quality improvement as appropriate for the area of assignment.

Ability to use a computer, particularly word processing and spreadsheets, at a highly proficient level.

Ability to research best practice models for contract/grant administration, monitoring and/or evaluation, and human services or other area specific to the area of assignment.

Ability to plan, direct, and coordinate the work of subordinates as required by work assignments.

Ability to communicate effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, ethnicity, religion, age, gender, disability, sexual orientation, marital status, or political affiliation.


Bachelor’s degree from an accredited four-year college or university with major course work in public or business administration or other field closely related to the area of assignment; four (4) years of experience in a staff or administrative capacity initiating, managing, coordinating, monitoring, and/or evaluating contracts, grants and/or leases; or any equivalent combination of relevant training and experience.

Depending upon area of assignment, may be required to possess a valid Florida driver’s license and be able to drive throughout employment and to obtain and maintain authority to drive on County business.
