SENIOR GRANTS RESEARCH SPECIALIST

NATURE OF WORK

This is advanced professional and administrative work in writing and applying for grants, in planning and project evaluation, and/or in monitoring grants received by various areas of local government. Incumbents provide and coordinate technical assistance and capacity-building support to internal and/or external customers, including community and faith-based organizations.

Work may involve maintenance of grant databases and library; provision of technical assistance and trainings for County grant personnel and/or community based organizations; literature review research; service gap analyses; lead responsibility for project assignments related to federal, state and local grant writing; and/or monitoring activities.

The employee works with a high degree of independence, initiative and latitude in the performance of assignments. Supervision and direction are provided by an administrative superior who reviews and evaluates work for the attainment of desired results.

DISTINGUISHING CHARACTERISTICS

This classification is distinguished from the Grants Research Specialist by the complexity of the assignments, the increased experience requirements, the coordination of the activities of staff, as assigned, the development of professional and technical trainings, and by the lead responsibilities for grant development.

ILLUSTRATIVE TASKS

Conducts daily research related to funding opportunities and forwards relevant information to County agencies and/or community organizations.

Coordinates collaborative grant activities, planning meetings related to grant development, tracking departmental and/or community interest, and providing comprehensive support and oversight at all stages.

Maintains a grants resource database and library.

Reviews grant applications and proposals for funding from governmental and/or community based organizations in order to ensure the best possible submissions.

Takes a lead role in grant writing activities for federal, state and local funding for the County and/or local non-profit organizations.

Tracks and monitors federal and state grants awarded to Broward County in order to detect early signs of non-compliance. Identifies deficiencies and recommends proactive measures to improve quality and compliance.

Develops and conducts professional and technical training for governmental agencies and/or for non-profit organizations in grant writing, administrative practices, fund raising, program outcome measurement, grant regulations and requirements, and program development.

Participates in the preparation of procedures, project completion schedules, and user manuals for grant personnel.

Collects, processes, analyzes, and evaluates data.

Prepares narrative and statistical reports using computer based office software, including spread sheet applications.

Attends conferences, and public and professional meetings.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of the principles and practices of general planning and administrative practices, grant writing, and/or evaluation.

Considerable knowledge of contract and grant administration practices and principles.

Considerable knowledge of sources of information, current literature and recent developments regarding research and planning in local government programs.

Considerable knowledge of the standard terminology, techniques and practices of data collection and basic statistical analyses using computer-based spreadsheet applications, such as Excel.

Knowledge of grant application procedures and regulations for federal, state, local government and for foundations.

Knowledge of best practices in the field of monitoring and evaluation of contracts and grants.

Knowledge of strategic planning approaches, quality improvement strategies and program evaluation, especially as they relate to local government programs.

Knowledge of modern office and project management practices.

Ability to create presentations of data and/or research findings, including written reports, using computer based applications, including spread sheets, Power Point, and/or similar applications, as needed.

Ability to organize and analyze information and perform planning research.

Ability to communicate effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Bachelor’s degree from an accredited college or university with major course work in a field closely related to this assignment; four (4) years of experience in research, grant writing, grants management, and/or development of training in local government; or any equivalent combination of relevant training and experience.
