This is advanced professional and administrative work with responsibilities in implementation, development and monitoring of telecommunications contracts & agreements.
Work involves responsibility for the overall administration of Telecommunications projects involving contractors and/or vendors. Work may include planning, designing, procuring, coordinating, and reviewing professional and technical Telecommunications projects of a major scope. Emphasis of the work is on the analysis, advice, and monitoring of Telecommunications contracts. Responsibilities include the management of several Telecommunications contracts simultaneously. Incumbents may be the first point of negotiation for contract dispute resolution. Incumbents exercise considerable independent judgment in the application of the principles and practices of contract administration. Assignments are usually received in the form of broad instructions or general program objectives. Performance is reviewed by an administrative superior through conferences, reports and program achievements.


Plans, organizes and conducts studies of Telecommunications operations; identifies areas for improvements and solutions in Telecommunications systems.
Performs analysis of Telecommunications contracts; prepares executive summaries; project reports and related data; provides professional level staff assistance and advises on matters pertaining to Telecommunications contracts.
Monitors contracts to ensure terms and conditions are met; may represent County as the first point of negotiations for vendor dispute resolution; defines and manages vendor penalties/incentives related to established performance criteria.
May supervise subordinates or extension of staff in the installation and operation of Telecommunications systems.
May act as systems administrator for a division or agency with large scale, diversified Telecommunications systems.
Meets with user persons for analysis, demonstrations and/or training.
Responds within established policies and procedures to calls or inquires from user personnel to resolve Telecommunications issues.
Summarizes essential points to be addressed in contract amendments.
Writes and maintains records, reports and documentation on Telecommunications systems, specifications and configurations.
Prepares and review cost-benefit and requirements analyses for Telecommunications projects.
Evaluate new system technology.
Performs related work as required.


Considerable knowledge of Telecommunications system components relevant to area of assignment.
Considerable knowledge of the standard practices in the fields of local government, Telecommunications, contract administration and dispute resolution.
Considerable knowledge of current principals, technology, literature, trends and developments in the field of Telecommunications.
Considerable knowledge of established principals and practices in Telecommunications technology.
Considerable knowledge of Telecommunications methods and contracting terms and conditions.
Ability to plan, direct, and coordinate the Telecommunications work in area of assignment which may include work of other professionals.
Ability to troubleshoot and resolve complex Telecommunications related problems.
Ability to plan, organize and conduct informal training for user agency personnel.
Ability to analyze technical material and documentation.
Ability to communicate effectively, both orally and in writing.
Ability to interpret pertinent laws and regulations and enforce compliance with Telecommunications contracts.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.


Graduation from an accredited four year college or university with major course work in computer science, public or business administration or field related to area of assignment; four (4) years experience in a staff or administrative capacity initiating, managing and/or coordinating Telecommunications contracts; or any equivalent combination of relevant training and experience.
