This is advanced technical zoning work managing and supervising a section and/or major segment of program administration of the zoning counter functions and the enforcement of the Broward County Zoning Code and other related codes.

Work involves assisting with program and policy development as it relates to zoning counter functions. Employees in this class are responsible for the execution and implementation of section work programs and projects. Incumbents provide supervision, training and direction to subordinate staff in the interpretation and application of those regulations as applied to the review of building construction blueprints, site plans, landscape plans, surveys and sketches in conjunction with zoning permits, Certificates of Use, zoning variances and other necessary records and reports. Work is performed with considerable independence and initiative within established codes, regulations, ordinances and technical guidelines, and is reviewed by administrative superiors through conferences and reports.


This position is distinguished from the Zoning Plans Examiner by the responsibility to perform more complex zoning plan reviews, the advanced experience requirements and by the supervisory responsibilities.


Serves as the principal technical resource person within the zoning counter section for activities and operations involving zoning plan review, zoning permit review, Certificate of Use programs and all other zoning information services.

Review landscape plans, conduct inspections and enforce the Landscape Code. 

Provides supervision, training and direction to subordinate staff.

Conducts and supervises examination of building and site plans, specifications, blueprints, surveys and sketches for compliance with codes and ordinances governing construction, alteration or use and zoning requirements.

Reviews and approves or rejects all recommended improvements and modifications to submitted plans as needed; places signature

on the plans or review documents and applications which represent an official action by the division.

Supervises the implementation and execution of section programs.

Consults or corresponds with contractors, property owners, architects, engineers and other interested parties and agencies.

Coordinates and makes presentations at public meetings.

Prepares and maintains necessary records and reports.

Performs related work as required.


Considerable knowledge of the Broward County Zoning Code and zoning requirements for commercial and residential uses.

Considerable knowledge of methods and practices used in site planning, environmental protection and land use concurrency.

Ability to read and interpret construction plans, site plans specifications, surveys, sketches and blueprints, and make recommendations accordingly.

Ability to explain, interpret and enforce codes and regulations firmly , tactfully and impartially.

Ability to effectively manage and supervise assigned zoning plans examiners.

Ability to present ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.


Completion of two years of college level course work in planning or related field; four (4) years responsible zoning experience, which includes preparation for review of building blueprints, plot plans, sketches and/or surveys; two (2) years experience in a supervisory capacity; or any equivalent combination of relevant training and experience.


Must obtain Level I certification through Florida Association of Code Enforcement within six (6) months of hire, and maintain aforementioned certification.
