This is advanced scientific work with administrative laboratory analysis responsibility for air and water pollution investigation and code enforcement.

Work involves technical and administrative supervision of trained chemists engaged in conducting qualitative and quantitative laboratory tests by means of chemical, physical and instrument analysis. Works includes complex analysis of organic and inorganic compounds involving specialized techniques and experimentation based on prior experience, as well as management of long-term environmental monitoring programs requiring inter-agency and intra-agency coordination. Work requires the application of scientific knowledge in research studies in order to evaluate the long-range effects of air and water pollution. Work requires the application of scientific theory, and knowledge of specialized laboratory procedures used in studying the characteristics of air and water pollutants. Work is reviewed through conferences, reports and observation of results obtained.


This classification is distinguished from a Chemist II by the administrative supervision over trained chemists and by the complex analyses performed.


Plans and directs the work of a group of chemists and a laboratory staff.

Reviews and participates in chemical, physical and biological studies of air and water samples to determine presence of effluents, toxins and pollutant substances.

Manages specific sampling and analysis programs, including inter-agency coordination, manpower allocation, data interpretation and reporting, and schedule maintenance.

Conducts the more complex and demanding chemical analyses, including the operation of a computerized gas chromatograph-mass spectrometer and performs interpretation of resulting mass spectra to identify unknown substances.

Administers laboratory quality assurance plan and ensures data quality objectives are met.

Devises quality control techniques and calculates precision and accuracy of test data.

Evaluates the results generated by the laboratory tests and interprets the data for reports.

Performs independent research experiments and in-depth studies to ascertain the long-range effects of potential and existing air and water contamination.

Develops and implements improved laboratory procedures and chemical agents to rectify and control the release of harmful elements into the air and water environment.

Provides technical advice and training to upgrade the professional capacity of the laboratory staff.

Coordinates sampling activities with other sections and outside agencies.

Coordinates sampling and analysis work in laboratory; tabulates, interprets and reports laboratory data.

Reviews and submits detailed reports of laboratory activities; requisitions materials and equipment; devises and recommends new techniques or methods to improve sampling or testing procedures.

Performs related work as required.


Thorough knowledge of analytical chemistry and instrument analysis techniques, including principles, methods and procedures of analyzing the composition of substances.

Considerable knowledge of basic scientific principles and theories of physics, biology, mathematics and related physical sciences.

Considerable knowledge of modern equipment and scientific instruments used in air and water pollution control.

Considerable knowledge of quality control procedures, sampling and statistical techniques used in determining reliability and validity.

Considerable knowledge of reference sources, recent research and governmental statutes in pollution control.

Considerable knowledge of EPA procedures for chemical analysis.

Considerable knowledge of EPA laboratory quality assurance techniques.

Considerable experience with computer controlled instruments.

Considerable experience with standard computer software, including data bases, spreadsheets and word processors.

Ability to plan, assign and supervise the work of professional chemists and subordinate technicians in an effective manner.

Ability to utilize scientific and technical knowledge with accuracy and judgment in review of laboratory procedures.

Ability to train subordinate technical staff in specialized laboratory techniques of air and water pollution investigation.

Ability to express ideas effectively, orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

Skill in laboratory manipulative techniques.


Graduation from an accredited four-year college or university with major course work in chemistry or related field; four (4) years experience in chemical analysis work, including two (2) years experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
