NATURE OF WORK
This is professional work assisting qualified applicants in obtaining affordable mortgages for the purchase of housing in Broward County under the agency's various housing finance programs.
Employees in this class conduct mortgage pre-qualification and review client credit and employment histories and source of funds. Work also involves reviewing real estate sales contracts and other documents to pre-qualify clients for a housing program and originating and processing resulting mortgage loans in keeping with program guidelines.
Independent judgement is exercised in daily operations within established policies and procedures. Supervision is provided through meetings, review of reports and approval of files.
Interviews applicants and reviews eligibility for mortgage loans under the agency's various lending programs which include the Housing Finance Authority Lenders' Program and the State Housing Initiative Program (SHIP), etc.
Assists applicants with SHIP deferred loans and housing loan assistance programs which include the Home Repair and Barrier Free programs, etc.
Pre-qualifies applicants for mortgage loans for home purchases within Broward County. Reviews applicants' credit history, income, and assets and provides analysis on eligibility.
Acts as a liaison between the applicant, the lender, and the closing agent in the mortgage loan process.
Prepares required documents to process and originate mortgage applications. Controls loan documentation and manages pending loans and loan portfolio. Coordinates loan closings with closing agents.
Solves customer service issues and anticipates and initiates action to prevent potential problems.
Responds to inquiries from the public related to Housing Finance Authority Affordable Housing Programs and loan program requirements.
Disseminates program information to city officials, community development corporations, builders, and the general public.
Conducts housing workshops, housing fairs, and housing information presentations to the public and private sector.
Performs related work per lender's program guidelines, SHIP guidelines, and internal procedures.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of mortgage loan processing operations, loan underwriting guidelines and credit principles and practices.
Considerable knowledge of SHIP guidelines and loan housing assistance programs.
Ability to build and maintain relationships with banks, realtors, builders and other non-traditional partners.
Knowledge of standard terminology, techniques and practices used by lending institutions.
Ability to originate quality mortgage applications that meet underwriting guidelines.
Ability to analyze personal and corporate tax returns and Profit and Loss statements.
Ability to make public presentations to communicate housing and housing program information to the public and private sector audiences.
Ability to communicate effectively both orally and in writing.
Ability to analyze facts and draw conclusions based on the analysis.
Ability to exercise independent judgment in decision making.
Skill in the use of computers, including word processing, spread sheets, and mortgage software programs.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation, or sexual orientation.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in finance, business or related field and (4)four years of experience in mortgage loan origination and loan processing, or any equivalent combination of relevant training and experience.
