NATURE OF WORK
This is advanced professional and supervisory work in the area of credit review and counseling, mortgage loan pre-qualification, and mortgage underwriting in connection with County housing programs. Considerable independent judgement is exercised in daily operations within established policies and procedures. Plans and supervises the work of subordinate staff comprised of Housing Program Coordinators and support personnel. Trains and evaluates the performance of subordinate staff. Assists in developing work procedures and makes recommendations for process improvement. Supervision is provided through training, meetings, review of reports and files.
Supervises subordinate staff who assist applicants for funds or services under a Housing Finance Authority or other County Housing Program by providing credit review and counseling, mortgage loan pre-qualification, and loan origination.
Manages staff workloads to ensure that all files in credit counseling, pre-qualification and loan origination are completed in a timely manner. Reviews work products to ensure compliance with agency procedures and internal controls.
Assists in developing internal procedures based upon program guidelines and Division and County policies and procedures. Trains subordinate staff and provides performance feedback.
Oversees dissemination of program information to city officials, community development corporations, builders, and the general public.
Plans the schedule for and reviews the work of staff in the conduct of meetings, housing workshops, and housing fairs.
Prepares narrative and statistical reports in connection with the agency's lending programs.
Ensures that documents required to process loans are completed correctly.
Oversees coordination of loan closings with lenders, disseminates contracts, and computes the interest subsidy.
Serves as mediator for unresolved applicant inquiries and disputes.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of loan processing procedures, loan underwriting, and credit guidelines.
Knowledge of real estate operations, property appraisal, title search, mortgage financing and credit evaluation. Knowledge of standard terminology, techniques and practices used in housing construction and lending institutions.
Knowledge of general supervisory practices.
Knowledge of the SHIP Income Certification guidelines with housing assistance programs.
Knowledge of grant funding in connection with housing assistance programs.
Ability to supervise professional and support staff.
Ability to delegate work to subordinate staff , track completion/progress, evaluate work products.
Ability to train and educate staff and to provide staff empowerment and professional staff development.
Ability to analyze personal and corporate tax returns and Profit and Loss statements.
Ability to develop and implement policies and procedures and to evaluate compliance and effectiveness.
Ability to communicate effectively orally and in writing.
Ability to analyze facts and to exercise independent judgment in decision making.
Skill in the use of computers, including word processing, spread sheets, and mortgage software programs.
Skill in mathematical computations.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in finance, business or closely related field; (6) six years of experience in affordable housing program lending operations, including (2) two years of supervisory experience; or any equivalent combination of relevant training and experience.
