NATURE OF WORK
This is advanced and supervisory communications work in receiving and dispatching messages for controlling routine and emergency Transit bus operations.
Work involves performing radio dispatching functions and related supervisory, administrative, and clerical work. Work also includes assisting in the training of new Bus Traffic Controllers. Work is reviewed by the Assistant Superintendent of Transportation through the monitoring of activities and records.
Work involves directing the operations function of the division in an effective, efficient, cost effective manner with attention to safety and quality of service through supervising the activities of Transit Supervisors and Bus Operators.
Manages the operations of the Communications Center.
Monitors Bus Operator and Transit Supervisor’s overall performance and their conformance with operational and divisional rules; recommends disciplinary actions as necessary to the Superintendent of Transportation.
Coordinate via advanced communications systems regular and emergency bus operations with Bus Operators, Supervisors, Maintenance, and Operating units.
Respond to mechanical breakdowns via radio and or telephone.
Maintain scheduled route and service adherence, mitigating delays by following failure management techniques.
Modify bus activity when conditions require outside interaction due to accidents or failure management situations.
Monitor and control special and emergency bus movements.
Provide notification to specific personnel during special requests and emergency procedures.
Report rule violations to the proper authority.
Implement emergency response procedures.
Coordinate system operations and personnel during emergency conditions.
Respond to calls from the Customer Service Center.
Assists with the resolution of passenger complaints including the counseling of Bus Operators as necessary.
Handle routine trouble reports: Lost and Found, Elderly and Disabled Service problems, and other non-emergency miscellaneous requests for assistance.
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of operational characteristics of passenger buses.
Knowledge of the schedules, forms, routes, regulations and procedures used in transit dispatching.
Knowledge of the arterial and secondary road networks of the County.
Knowledge and ability to apply good judgment in decision making and to perform in an effective, efficient, cost effective manner with attention to safety and quality of service.
Ability to analyze and evaluate data, determine data requirements, and prepare recommendations and reports.
Ability to make rapid and accurate arithmetic and time computations.
Ability to understand, interpret, and effectively carry out oral and written instructions and to speak clearly with good diction.
Ability to react quickly and calmly in emergency situations.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County’s Ethics and Conflict of Interest policies.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four (4) year college or university with major course work in transportation, public or business administration or related field; and two (2) years supervisory experience in a mass transit or transportation operation including analyzing and evaluating operational data; or any equivalent combination of relevant training and experience.
