PAYROLL SPECIALIST I

NATURE OF WORK

This is technical payroll work in the classification, analysis and reporting of payroll, benefits and personnel data.

Work involves responsibility for electronic changes to employee master files and the auditing of bi-weekly pay process transactions. Work also includes guiding and assisting division payroll clerks through the bi-weekly pay process. Employees in this classification work independently within established policies and procedures. Work is reviewed by a technical superior for conformance with rules and regulations.

ILLUSTRATIVE TASKS

Audit and review payroll voucher and registers to determine their accuracy, completeness and conformance with all rules and regulations.

Review and analyze all personnel change forms before input to ensure accuracy and appropriateness.

Calculate and process retroactive salary increases and audit same prepared by co-workers.

Audit, prepare and input all manual payroll checks, voided checks, other pay adjustments in accordance with County policy and State and Federal laws.

Perform detail audit of payroll vouchers prepared by divisions.

Analyze and prepare liability payments and payroll related journal entries.

Calculate amounts allowed to be withheld from employee pay for child support, IRS tax levies and other garnishments based on County, State and Federal laws.

Train and oversee divisions in properly completing payroll vouchers and related payroll documents.

Perform audit of new hire information to ensure accuracy of master files.

Perform related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of laws and regulations governing payroll practices.

Knowledge of regulations governing child support orders, levies and garnishments.

Some knowledge of Civil Service Rules and Regulations and Bargaining Unit Contracts as related to wages.

Ability to perform arithmetic calculations accurately and rapidly.

Ability to work under pressure with specific deadlines.

Ability to present information clearly and concisely in oral and written form.

Ability to understand and follow detailed oral and written instructions.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from high school, supplemented by payroll related courses or seminars; experience in centralized, automated payroll processing in a large, diverse organization; or any equivalent combination of training and experience.
