This is technical work in the review of building plans, construction plans and project applications for compliance with environmental regulations.

Work involves the application of basic engineering principles and techniques in the review of plans for compliance with federal, state and local environmental regulations. Duties include explaining regulation to applicants and answering questions from the public, calculating and collecting permit fees, keeping records and preparing reports, and maintaining files of as-built drawings. Work requires the exercise of independent judgement in planning and carrying out work assignments with a technical supervisor available for assistance in handling complex work situations. Work is reviewed by a technical superior for accuracy and compliance with desired results.


Reviews plans and applications for compliance with federal, state and local regulations related to storage tanks, hazardous materials, water supply wells, air pollution, tree removal, contaminated sites, alteration of wetlands, and the demolition or renovation of commercial or residential property.

Reviews plans for conformity with established regulations and informs applicants of modifications required for compliance.

Calculates fees and issues environmental permits; collects and keeps records of permit fees.

Prepares and maintains records and reports of permits issued.

Provides information and assistance to the general public and other government agencies.

Performs related work as required.


Considerable knowledge of the content and meaning of information on engineering plans submitted for construction in Broward County.

Considerable knowledge of all applicable federal, state and local environmental regulations related to construction and engineering plans.

Considerable knowledge of the standard terminology, techniques and practices of environmental regulations.

Knowledge of established policies, procedures and regulations.

Ability to explain environmental regulations and engineering requirements to contractors and the public.

Ability to determine if engineering plans are in conformance with local, state and federal environmental regulations.

Ability to keep records and prepare reports.

Ability to communicate effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.


Graduation from high school supplemented by college level course work in science, engineering or drafting; four (4) years experience in sub-professional plans review or natural resource protection; or any equivalent combination of relevant training and experience.
