This is supervisory and advanced technical work in the enforcement of pertinent Broward County regulations, codes, ordinances and programs in the Building Code Services Division such as the Unlicenced Activity Program, Complaints against Licensed Contractor Program, the Disaster Recovery program, the Services to Cities Program, the Tree Trimmers Program, the Document Storage/Retrieval Program and the Code Enforcement Program.

Work involves supervising and coordinating procedures relative to assignments given. Employees in this class supervise and train personnel who enforce Broward County regulations, codes and ordinances. Assignments require the use of considerable initiative and independent judgement and will encompass such additional duties such as overseeing the Division's relocation to 1 University Drive, fleet acquisition and operations, inventory records, cellular telephone assignments, pagers, radios and like equipment. Work is reviewed through an analysis of work reports and conferences.


Supervises and participates in special assignments relative to the programs outlined herein, in the Division.

Provides current information relative to Broward County regulations, codes and ordinances, to the general public.

Supervises the work of clerical staff and investigators to assure compliance to office procedures and adherence to time frames pertinent to issuance of due process notices, hearing dates, meeting schedules, violation compliance dates, and related procedural mandates.

Reviews reports and documents submitted by clerical staff and investigators regarding case files, hearing officer or prosecuting attorney agendas, assignment documents and work levels, minutes from meetings or hearings, and provides effectiveness of related necessary training and knowledge of codes and procedures.

Receives, reviews and responds to correspondence, including Commissioner Requests, pertaining to a variety of inquires involving unlicenced activities, complaints against licensed contractors, tree trimmer license applications, code enforcement cases, and any outside vendor dealing with specialized equipment or issues relative to Divisional operations such as space allocation, storage of documents, microfilm machinery, radios, telephones, motor vehicles and pagers.

Consults with the general public and other county agencies regarding complaints received, information required for programs in the Division, vendor quotes for services or equipment requested and other related topics.

Issues reports to the Director relative to special assignments, programs and tasks, providing periodic status reports on operational functions of same.

Disseminates blank Interlocal Agreements to cities requesting building code services from the Division, providing for continual action and review to assure completion of negotiations in an acceptable manner to all parties concerned.

Provides for coordination and review of renewals and new city contracts for accuracy, and dissemination to the County Attorney's Office, the Risk Management Division and the Budget Office for their review prior to placement on a Commission agenda for enactment.

Attends city commission meetings relative to Interlocal Agreements, providing cities with required and requested information.

Performs related work as required.


Considerable knowledge of the county regulations, divisional programs, and rules and procedures specific to area of assignment.

Considerable knowledge of all other applicable regulations, administrative and procedural requirements pertaining to area of responsibility.

Considerable knowledge of office and supervisory practices and procedures.

Considerable knowledge of office procedures relative to the programs assigned to the Division.

Ability to read agreements, ordinances, procedures, maps, building plans, schematics and specifications relating to regulation requirements in area of responsibility.

Ability to interpret and explain pertinent County regulations, rules and procedures to the public.

Ability to communicate effectively, orally and in writing, and to submit reports and maintain regulatory records.

Ability to supervise and train subordinates in a manner conducive to full performance and high moral.

Ability to recognize deviations from established policies and procedures; takes appropriate action when necessary.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.


Completion of two (2) years of college level course work, supplemented by course work in building code regulations or code enforcement; four (4) years experience in building code regulations or code enforcement work applicable to area of assignment; experience in a supervisory or administrative capacity; or any equivalent combination of relevant training and experience.


Possession of a valid Florida Driver's License.
