UTILITIES CHIEF INSPECTOR

NATURE OF WORK

This is highly technical and supervisory work in the inspection of utility construction and modification projects.

Work involves participating in and supervising the inspection of improvements, modifications and additions to county utility systems, including water treatment plants, pump stations, lift stations, and pipe distribution systems. Position incumbent is responsible for the construction management of all in-house design projects. Supervision is exercised over subordinate inspectors. Work is reviewed by a professional superior through conferences and written reports.

ILLUSTRATIVE TASKS

Plans, organizes and supervises county utility construction and modification inspection activities.

Directs the work of subordinates engaged in inspecting the construction and modification of water distribution systems, sewers, treatment plants, lift stations, and related utility projects; confers with inspectors on work problems; participates in the more difficult inspection activities.

Reviews and ensures adherence to construction plans and specifications.

Prepares and maintains necessary records and reports.

Ensures adherence to all applicable federal, state and local regulatory requirements.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of all facets of water and wastewater system construction including procedures, standards and specifications.

Thorough knowledge of all applicable field inspection and testing equipment.

Ability to understand and interpret construction plans and specifications.

Ability to coordinate and supervise the work of a group of subordinate inspectors.

Ability to communicate effectively, orally and in writing.

Ability to enforce codes and regulations firmly, tactfully and impartially.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.



REQUIRED EXPERIENCE AND TRAINING

Six (6) years experience in construction of water and wastewater treatment systems including four (4) years of experience inspecting utility construction projects and the supervisory aspects of the work or any equivalent combination of relevant training and experience.
