NATURE OF WORK
This is advanced technical and supervisory work in the enforcement of the Florida Building Code and other related regulations.
Work involves planning, organizing and supervision of other plans examiners and assigned subordinate staff and the interpretation and application of regulations as applied to the review of building construction blueprints, plot plans, surveys and sketches. Specific area of responsibility will be assigned in accordance with the employee’s area of expertise in the fields of structural, plumbing, electrical and mechanical installations. Work is performed with considerable independence within established codes, regulations, and technical guidelines, and is reviewed by administrative superiors through conferences and reports.
Supervises subordinate staff, develops work plans and assigns and reviews work by subordinates for compliance to applicable codes and procedures within the assigned area of responsibility.
Conducts examination of building plans, specifications, blueprints, surveys and sketches for compliance with codes and regulations governing building construction.
Recommends improvements and changes to construction plans as needed; places signature on the plans which represents an official approval by the division.
Performs building code inspections on permitted job sites.
Provides for or conducts in-house training classes to subordinates to maintain or introduce technical updates and procedures.
Confers or corresponds with contractors, engineers, property owners, municipal building department staff and other interested parties.
Explains and interprets building codes and regulations.
Produces reports and provides for maintenance of files and records as required
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of materials, methods and practices used in building construction pertinent to one of the following disciplines: structural, electrical, plumbing or mechanical.
Ability to read and interpret construction plans, plot plans specifications, surveys and sketches, blueprints, and make recommendations accordingly.
Ability to explain, interpret, and enforce codes and regulations firmly, tactfully and impartially.
Ability to supervise and coordinate the work of subordinate personnel in a manner conducive to full performance and high morale.
Ability to organize and plan.
Ability to present ideas effectively, both orally and in writing.
Ability to create, develop and conduct training programs or provide for training classes which will facilitate the continuing education of staff.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.
Skill in the use of personal computers, and the use of software contiguous to producing reports, spreadsheets, graphs and other required documents .
DESIRABLE EXPERIENCE AND TRAINING
Graduation from high school; two (2) years experience as a Certified Plans Examiner under the jurisdiction of the Florida Building Code.
NECESSARY SPECIAL REQUIREMENTS
Must be able to attain and maintain certifications to perform plan review and inspections from the State of Florida Building Code Administrators and Inspectors Board and the Broward County Board of Rules and Appeals. Must meet all requirements as specified in the Florida Building Code as amended by BrowardCounty.
Possession of a valid Florida Driver’s License.
