This is advanced professional planning work in the conduct of planning activities, economic impact analyses and grants writing/administration related to capital projects implementation for the Port Everglades Department.
Work involves lead responsibility for the execution, development and implementation of Port Everglades planning projects and studies.  Incumbent provides functional supervision for the development, coordination and management of the Port Everglades short-term and long-term planning and growth management projects, economic impact analyses as well as grants writing/administration for capital projects.  Employee also represents the Port’s interests in the development of regional and statewide transportation plans.  Employee works with a high degree of independence, initiative and latitude in the performance of assignments.  Supervision and direction is provided by an administrative superior who reviews and evaluates work for attainment of desired results.

Assumes project responsibility for planning, coordinating and managing Port Everglades’ Strategic Planning process.
Coordinates the development of capital grants applications/administration and identification of funding sources pertaining to implementation of strategic priorities port-wide.
Coordinates and manages all activities of various contracts and grants related to the preparation and implementation of Port Everglades Master/Vision and comprehensive plans.
Oversees the Ports economic impact study and its updates.
Participates in the conduct of studies concerning trends and programs for Port development; collects, processes analyzes and evaluates data.
Evaluates performance and implementation of the Port Everglades Master/Vision Plan; and ensures the Master/Vision Plan is consistent with applicable local and state requirements.
Prepares land use and cost benefit analysis for major planning and development projects.
Supports the Seaport Engineering and Construction Division project managers with technical assistance on planning tasks pertaining to project implementation.
Attends conferences, and public and professional meetings; acts as liaison to federal, state and municipal agencies and private firms.
Coordinates activities of subordinate staff as assigned.
Performs related work as required.

Considerable knowledge of general planning principles and practices.
Considerable knowledge of sources of information, current literature and recent developments regarding urban planning.
Knowledge of the standard terminology, techniques and practices of data collection and basic statistical analyses.
Knowledge of the techniques for presentation of statistical data.
Knowledge of the management and administration of contracts/grants.
Ability to organize and analyze information, and perform planning research.
Ability to carry out complex oral and written instructions.
Ability to express ideas effectively both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County’s Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex disability, political affiliation or sexual orientation.

A Masters Degree in urban planning or related field; six (6) years experience in planning work including two (2) years experience in public seaport planning; or any equivalent combination of relevant training and experience.
American Institute of Certified Planners (AICP) certification is strongly preferred.
